This Order disposes of the captioned application of Shri Subrata Chakraborty, S/o Lt. Upendra Chakraborty, Ramnagar Road No. 1, (Opp. Yuba Sangha), P.O. Ramnagar, Agartala, West Tripura, PIN- 799002 seeking information under the RTI Act, 2005, received by the office of CPIO, SIDBI on November 09, 2011.The information seeker has sought information whether subsidy claims under CLCSS can be routed by the PLIs / Banks through local office of SIDBI, Agartala, West Tripura; if the Bank / PLI does not have any regional office in Tripura whether one can forward the claims of subsidy under CLCSS direct to the HO, SIDBI / Branch Office, SIDBI, Agartala; whether Bank / PLI have to make a general agreement with SIDBI as prescribed under CLCSS guidelines and if so, a model format may be given and why this is not indicated in the circular no. 6512/GSC/CLCSS(Policy) ( GSC circualar no. 13/2019-2010) dtd. 09.03.2010 of SIDBI; etc, etc. The said application is disposed of, as under:-

Prime Lending Institutions (PLIs) are required to forward their subsidy claims to Govt. Scheme Cell (GSC), SIDBI, 15, Ashok Marg, Lucknow, through their respective nodal offices designated by PLIs. Further, all the PLIs have already been advised in the matter vide circular no. 13/2009-10 dated 09/03/2010.
3. Information in respect of Sl. No. 3 of the application:
Draft of General Agreement requires to be executed by Bank / PLI with SIDBI as at Appendix- IA and whereas the draft agreement to be executed by NSIC Ltd as at Appendix- IB be provided to the information seeker on payment of ` 24/- (@ ` 2/- per page) as per provisions of RTI Act and Rules framed thereunder. Further, with respect to second part of the information sought by the information seeker, it is informed that this is basically a clarification sought from CPIO. The information seeker is advised that CPIO is not expected to give / offer any clarification on any information / documents under the provision of RTI Act and, therefore, such information which are in the nature of clarification can not be entertained by CPIO under RTI Act.
