Q1- 1.3: Gas Emission complying with EEC 91/542B EURO V.
Question: Is EURO V mandatory? Is EURO III or EURO IV acceptable?
Answer 1:
Israel follows the Emission Norms of the European Union. As of September 2014 newly registered vehicles in IL will be obliged to fulfil EURO 6 Emission Norms.
Therefore we ask all bidders to note; CHANGE IN SPECIFICATION: The vehicle has to comply with EURO 6 Emission norms.
Q2-3.3 Test points for air brakes complying with ISO 3583/1975.
Question: Is ISO 3583/1975 mandatory? Is ISO 9001 acceptable?
Answer 2:
The question is irrelevant. ISO 3583/1975 defines standards with regards to “air pneumatic braking systems” while ISO 9001 certifies the “total quality management” of a company.
Therefore; yes ISO 3583/1975 is mandatory.
Q3- 11.10, 11.11, 11.20, 11.21 there are a lot of components should be according to EEC prEN 1501.
Question: Is EEC prEN 1501 mandatory?
Answer3:
The government of IL applies European Norms and Standards. EN 1501 is a European Norm according to Directive 2006/42/EC. Therefore; yes EEC prEN 1501 is mandatory. Final acceptance of the product will be subject to registration and licensing of the vehicle under IL Ministry of Transport regulations.
Q4- 11.2 said heavy duty refuse collection superstructure fitted with crushing and press compaction
mechanism for household refuse and industrial waste.
Please inform us details of household refuse and industrial waste (especially which kind of industrial waste –material).
Also road condition (rough road with sand etc.)
Answer 4:
Domestic refuse, market refuse, some small workshops refuse like carpentry remains woods, aluminum remains, blacksmith remains, broken off branches of trees, etc.
Road conditions: paved roads in fair conditions
Q5-Delivery due
If we enter the bid, the truck will be from production line and it will take 4-6M?
Answer 5:
All bids guaranteeing delivery until the end of December 2014 will be taken into account.
Q6-The schedule of bid award (purchase order issuing date –rough estimated month )?

The time between closure of tender and award should not exceed one month.
Q7-Do you accept alternative bid?
Answer 7:
Alternative bids can only be accepted with regards to the chosen vehicle brand. Again: final acceptance issubject to registration and licensing of the vehicle under IL Ministry of Transport regulations.
Q8-It requires spare parts list.
Do you mean spare parts for first moving for 2 years or some?
Answer 8:
According to 12.1.a COMPLETE spare parts manual in English should be provided with each vehicle
According to 12.2.a list of spare parts which are recommended by the manufacturer including their specifications and their respective prices should be provided. However this list is not part of the general financial offer but for information at the stage of the technical evaluation.
According to 12.3.each vehicle should be provided with one extra complete hydraulic pump unit
Q9 –could you amend and confirmed the Gas Emission euro 6 instead of euro 5 otherwise the trucks cannot enter to Israel /Palestine, based on the new of importing more efficient emission of co2 for greener environment in 2014 ?

Q10 What Type of plates requested for these compactors?
Answer 10:
The vehicle will be registered according to the status granted for International Organizations by the Government of IL
Q11As the specification of Israel the 27 GVW is allowed to be registered only 25 tones and this will be suitable for your required compactor 21 m^3?
Answer 11:
Final acceptance issubject to registration and licensing of the vehicle under IL Ministry of Transport regulations. Matching UNRWAs requirement of a compactor of 21 m^3 to the applicable GVW is under suppliers responsibility.
Q12 4.2 Left hand side drive.
Question: From this point, we can wonder the wheel is on the right side of the Vehicle.
But in Israel, the wheel should be on the left of the Vehicle, correct?
Answer 12:
Apologies for the misleading formulation; reference is made to left hand drive vehicles for countries where vehicles drive on the right hand side of the road.
Q13 8.is it possible to send us the drawing for the your required spec. 11.18 as a image with 4300 Litters container (if possible with the details of spec --- 4300 litter container at front side or rear side ?)
11.18:: Lifting device according to DIN standards (appropriate for metallic and plastic bins 1.100 liters containers and 240 liters plastic bins) and complete with arm lifting system for 4300 litters containers.
Answer 13:
Only tailgate lifter solutions / rear loaders are acceptable.
The vehicle should be able to lift waste containers with applicable standard for 240 l and 1100 l containers according to DIN EN 840 and most importantly 4000/4300 l containers according to DIN EN 12574-1
Q14 Single cab tilting forward hydraulic (Seating: Driver + 2 persons). --- Is it mandatory that the truck has a so called “Cab Forward / Cab Over” design or is a conventional cab / bonnet also acceptable ?
Answer 14:
Only the single cap tilting forward hydraulic is acceptable.
Q15Proof of the compliance to the EU norms & standards and the homologation to the Israeli regulations --- If the truck is homologated for Israel and can be registered accordingly, how important is the compliance to EU norms and standards?
Answer 15:
In fact the Government of IL applies European standards (EC/CE). Hence the items should meet the Israeli Standards / EC standards. Please see also Answer 3 above.
Q16Being a supplier from UAE, there are limitations in supplying vehicles to certain destinations (FOR DAP) as per the laws abiding the country. We would like to know the possibilities in having the delivery location either to Jordan or to other places as recommended by you. We like to know your opinion on the same as it would help work on the same with more clarity and conviction.
