President Maitre Abdoulaye Wade of the Republic of Senegal launchedThe World Festival of Black Arts FESMAN2009, in the United States at the United Nations on Wednesday, January 14, 2009. Queen Mother Dr.Delois Blakely, Community Mayorof Harlem, Ambassador of Goodwill to Africa has been appointed by President Maitre Abdoulaye Wade as an Ambassador of Goodwill and as “Mama Africa” of the International Scientific Commission for FESMAN2009.
Queen Mother Dr. Delois Blakely represents 55 million African Descendants in the Americas, Diaspora and is also the Queen Mother of the Middle Passage of the Trans-AtlanticOcean, in the spirit of Queen Mother Audley Moore. Queen Mother Moore lived to be almost one hundred years old {100} who dedicated eighty years {80} of her lifestriving Reparations for African Descendants. Their reign extends from the Kingdom of the Ashanti Nation, The Golden Stool, Ghana, West Africa. Queen Mother Dr. Blakely is committed to FESMAN2009 because it is an essential way to address the post traumatic slavery syndrome with a view to facilitate compassion, education, cultural understanding and the cleansing and healing of the African Descendants.
FESMAN2009, what is FESMAN2009? It is an invitation sent out by Senegal’s President Maître Abdoulaye Wade to all People of African and “Black” Descendant.In 2009, FESMAN will become modernAfrica’s cultural beacon that will shine with its most powerful light upon the world’s creation movement. It welcomesBrazil as the guest of honor, a country that represents the second largest Black community in the world. During two weeks, all dimensions of contemporary Black culture will express themselves in unison, without any restraint. The arts will be celebrated: poetry, sculpture, painting, music festival, cinema, theatre plays, fashion shows, African architecture and design exhibit, and dance performances. The most renowned artists will compete for the FESMAN2009 pricethat is given to the most innovative artistic expressions.
The Ten City Tour consists of the major cities in the United Statesthat currently serves as vanguards of the Universal Hip Hop Culture that has commenced withinNew York City, USA. Queen Mother’s objective is to globally publicize and reach all media outlets, print and visual, popular social gathering websites like, Facebook, YouTube, MySpace, Skype, instant messenger online groups, to release the invitation and collective participation in the festival as a part of her Delegation to Africa

Queen Mother Dr. Blakely is calling upon the Hip Hop, Reggae and Rap Artists to join and stand with her throughout the Ten Cities Tour and aboard to promote FESMAN 2009 in Dakar, Senegal along the shores of Goree Island in the Spirit of the our Ancestors and theAfrican Slave Trade.
