Purpose of the Team Leader Role

  • To act as the key driving force of the project in Jordan, providing solid local operational management and strategic direction to overall project implementation
  • To act as the key interface between the Ministry of Social Development, EU Delegation and implementing partners
  • To ensure the effective and high quality implementation of the activities described in the logical framework
  • To ensure that project deadlines and benchmarks are met including those relating to key project deliverables, reports and major activities
  • To act as ambassador for the project and represent NI-CO and the project at high level meetings and public events as required
  • To provide regular briefing and advice to the local team on current international best practice and provide direction on where best to source appropriate international experience

Key Tasks and Functions

  • Overall responsibility for efficient and effective management of the project and local office, including support staff, local technical staff and project finances
  • Preparation and submission of all technical reports (inception report, interim progress reports and final report) as per schedule agreed with EUD
  • Lead responsibility for the delivery of all activities in Component 1(Strategy and Policy) and to contribute to the management and delivery of other Components as required
  • Ensuring that all activities are planned in good time, in agreement with NI-CO, implementing partners and the project stakeholders, to facilitate delivery of inputs in accordance with project stakeholder needs and manage the interfaces and overlaps between components
  • Overall responsibility for the drafting of Terms of Reference for project activities and associated expert missions in order to ensure that each mission is in line with overall project goals
  • Quality assurance of project inputs and outputs (including local staff performance, mission reports, key project documentation etc.) in accordance with the project QA plan
  • Maintaining regular contact with Strategic Director and NI-CO Project Manager on progress to advise of any issues arising which may affect the project plan, and submission of a short weekly report in agreed format
  • Oversight of local project expenditure with support of Local Finance Manager and ensuring that accounts are maintained on a monthly basis in the format as advised by NI-CO
  • To draft Steering Committee agendas and supporting documentation and report on project progress to SC members at regular meetings
  • To ensure coordination and consistency with other donors' initiatives in related areas
  • To monitor the achievement of project outputs through the definition and use of SMART indicators (Specific, Measurable, Achievable, Relevant, Time-bound)
  • To support the development and implementation of tools to guarantee the project communication, visibility and outreach to the general public and key stakeholder groups

Person Specification

Essential Requirements

  • Fluency in English (spoken and written)
  • University degree in social policy, social work, health, education, business administration or related subject
  • At least 15 years' relevant professional experience, including at least five years' experience in posts of responsibility related to project management
  • Strong leadership skills and ability to manage and motivate a multi-disciplinary and multi-cultural team
  • Excellent communication and presentation skills
  • Strong analytical skills and ability to understand and assimilate complex information
  • Excellent report writing skills
  • Creative attitude to dealing with complex challenges
  • Strong diplomacy skills and the ability to tailor messages according to the audience
  • Good cultural awareness and ability to adapt to the project environment
  • Proven commitment to the aims and goals of the project

Desirable Requirements

  • Ability to speak / understand Arabic
  • Previous experience of working in Jordan
  • Experience in managing and co-ordinating teams in international projects
  • International capacity building experience preferably in a medium to long term role

Estimated Time Input

880 working days over 4 years (full time resident in Jordan)
