Introduction and background of the reasons of appointing RGO in the different regions

According to existing educational developments towards upgrading of female educational, the Ministry of Education of Puntland in collaboration with UNICEF employed the Regional Gender officers with stronger follow of organizational policies, procedures, standards and control between MOE and all educational partners.

The MOE determined the ways by which can be enhance female education in all levels of all regions and take lead in advancing all female educational activities and what development and advocacy framework was proposed. Based on the existing gabs in area of female education which is well known and identified in every educational statistics, the Regional Gender Officers were hired to prepare a monthly data base with monthly report on female educational situations, coming up with strategies that promote a female education in the region, to enhance the equality of female education, to identify female education gabs in wide approach to development of education in Puntland.

The main purpose of the task of these Regional Gender Officers is to guide the progress of female educational advocacy between all education partners and Ministry of education in Puntland to establish effective advocacy and development, procedures, and polices to be adopted and follow by all education stakeholders.

So that this report of baseline survey was covered the second interim of last year school data by compiled the number of students, teachers and also CEC members classified by male and female based on regions.

Data Collection baseline/interim surveys:

The below table shows the data collection of base line survey of six regions of Puntland from April to July2011 which is almost the second interim of schools year because there is gab between two academic year. The last year of 2010-2011was ended Jun 2011 and this year of 2011- 2012 which was started August 2011.

The Activities planned for this quarter

  1. Monthly baseline survey of every regions as well as district by visiting direct to schools and collecting data
  2. Awareness campaign among the seven regions and encouraging of girl’s education.
  3. Community mobilization and advocating of female education with gender mainstreaming in all levels of education
  4. Coordinating and collaboration of activities related gender in that region and reporting ongoing process

Achievements against planned, (outcomes of their output

  1. All the regions were collected data baseline survey apart from Karkaar region whereas the regional gender officer was resigned the job but hired other officer.
  2. The awareness campaign of encouraging girl’s participation was conducted all the seven regions of Puntland.
  3. The female education was mobilized all the levels of education among the seven regions while the most of the society are awareness the importance of girls education.
  4. The reporting guidelines was adopted and reported accordingly all the regional gender officers.

Challenges, faced during the reporting period and how you overcome.

  1. Regional Gender Officers has not official identification such as ID card and even the office this caused them that the most schools to doubt and refuse to give their data because they seems like a NGOs those are working their personal interest.
  2. As the RGO was attached the office of Regional Education Officer (REO) to work with them and shared resources and stationary, some of the REO are new and they have not offices while other did not supported Regional Gender Officers and even refused to care out their responsibilities and duties of as Gender officer.
  3. The RGO did not get enough financial support to used transport of visiting district and collected primary data.
  4. Lack of stationary and equipments such as camera and laptop to verify the activities and prepare progressive reports.
  5. Weak internet and network to send reports

Lessons learned:

After collected this data base from regions, it is realized that the boys are more than girls in every region of Puntland in formal education because of the following reasons

  • Lack of public awareness towards girl’s promotion
  • Parents always send boys only to the schools
  • Girl’s feel shy full at the school when they get married an early age
  • Girl’s traditional do work at home
  • Parents can’t afford to pay the fees of both child as economic scarcity
  • Girls are not often encouraged to go to the schools by the mothers
