JOB DESCRIPTION

POSITION TITLE:GENERAL MANAGER

POSITION DESCRIPTION:

Under direction of the Executive Committee of PARSAC’s Board of Directors, the General Manager serves as the Chief Administrative Officer and is responsible for the strategic planning, direction and visionof the pool’s day-to-day operations, functions and administration to meet the organization’s fiscal and service goals. The General Manager is the representative of the Board and its interests, policies and programs with member agencies, staff, business partners, public agencies, the industry, professional associations, and the general public.

ESSENTIAL FUNCTIONS:

  • Direct the development of the organization and its programs, services, functions and policiesthrough strategic planning and visioning; ensures efficient and economic operations.
  • Responsible for the development and management of human capital including selection and development of staff.
  • Oversee and direct the development and implementation of risk management functions including programs, claimsand litigation management; negotiate resolution on behalf of the members and pool.
  • Establish measures to protect the pool from catastrophic loss,including securing reinsurance or excess coverage; serveas PARSAC’s Board representative for theexcess pools.
  • Oversee and direct development of equitable methods for allocating costs, dividends and funding mechanisms to ensure preservation of equity and adequate coverage for members.
  • Oversee and analyze PARSAC’s financial conditionin conjunction with the agency accountant, treasurer, and investment advisor, inclusive of investments andthe development and administration of the agency budget.
  • Select, coordinate, and evaluate the services of PARSAC’s business partners, attorneys and consultants; negotiate contractual agreements and fees; and assess pool objectives and utilize contract or in-house services as appropriate.
  • Analyze and assess legislative and industry trends toidentify their potential impact to the organization; take appropriate action as directed by the Board, which may include letter campaigns, lobbying or presentations to legislative bodies.
  • Coordinatepreparation of the Board of Directors, Executive and other committeemeetings including agendas and staff reports; serve as PARSAC’s Secretary of the Board.
  • Conduct a variety of special studies and surveys, including underwriting surveys on potential members and changed operations of current members; advise the Board of potential exposures, coverage, and appropriate retention levels for their consideration.
  • Provide consultative services and technical assistance to members, both by telephone and during on-site visits; conduct risk management assessments to help members’ identify potential exposures; provide pool-related orientation and training for new Board members.
  • Oversee the maintenance, improvements and repairs to PARSAC’s real property to ensure preservation of asset value; negotiate terms and conditions of leases, agreements and contracts; coordinate marketing of rentable space.

  • Methods, techniques and requirements of general and risk management;
  • Claims and litigation management procedures and requirements;
  • Laws, rules, ordinances and legislative processes controlling insurance, risk management, risk sharing programs and operations;
  • Public personnel employment practices and legislation, supervision, management and training;
  • Principles and practices of public (local government level) administration, including administrative analysis, fiscal planning and control, strategic planning, policy and program development; and
  • Public and media relations.

EDUCATION, TRAINING AND EXPERIENCE:

Any combination of training and experience which would likely provide the required knowledge, skills and abilities is qualifying. Prefer 10 years of increasingly responsible work experience in management or administrative position in a private or public agency. Background should include responsibility for formulation and implementation of programs, budgets and administrative operations.

Direct experience with insurance, risk management and pooling is required. Local government experience, ARM/ARMPE/CPCU, human resource/organizational development background and master’s degree in public or business administration or related field is preferred.

SPECIAL REQUIREMENTS, LICENSES AND CERTIFICATES:

Must possess a valid driver’s license and maintain a satisfactory driving record; requires extensive travel including overnight stays.

PHYSICAL CHARACTERISTICS:

Vision sufficient to read rules, regulations, policies and procedures, computer screens and print outs and other documents encountered in the course of work; hearing sufficient to hear conversational levels in person or over the phone; speech sufficient to make oneself heard in person, at presentations and over the phone; dexterity sufficient to operate office equipment; mobility sufficient to safely move in an office environment and to travel to different locations throughout the state; strength sufficient to endure extended periods of sitting, walking, traveling, standing, climbing, kneeling, squatting, or twisting; ability to lift and carry objects up to 50 pounds; without assistance; endurance sufficient to maintain efficiency throughout the work day. Physical ability should be sufficient to allow occasional walking on uneven surfaces, working near hazardous equipment, working at heights, and exposure to dust, noise, and/or heat.

WORKING ENVIRONMENT:

Primary work environment is in a climate controlled office setting. Work involves extensive travel to various locations to attend meetings and conferences, perform site visits, and conduct risk management or underwriting audits which may include working outdoors in potentially inclement weather.
