2.0 Purpose
The Food Security and Livelihoods (FSL) Specialist leads TBC Thailand’s food security and livelihoods programme development, implementation, and M&E processes. The FSL Specialist will ensure that all TBC food security and livelihoods programming in Thailand (and Myanmar) is aligned with preparedness for return and reintegration strategies and is of excellent technical quality. The FSL Specialist provides supervision, advice and support to programme staff.
3.0 Job Responsibilities, Duties Tasks
3.1 Core Responsibilities & Duties
Programme Development
-Develop comprehensive long and short-term strategies and cascading work plans in FSL
-Facilitate Thailand participatory programme planning processes and prepare programme plans and proposals for internal and external use
-Work closely with the Agriculture and Enterprise Development Managers as well as the Thailand Technical Programme Director, Thailand Programme Specialists, and the Programme Development Departmentto develop and plan FSL programmes that are needs-based, targeted, and marketable to donors
-When necessary, provide participatory planning and programme development support to the Myanmar programme
-Ensure coordination with the Nutrition Programme and Field Operations to ensure that food assistance is meets food security standards
Programme Implementation
-Ensure that the FSL team understands the programme strategy and implements activities in-line with these strategies
-Support FSL teams to review programme methodology on a regular basis to ensure high quality implementation for both management and targeting
-Work closely with the Field Operations Director and the Field Coordinators to ensure coordinated and effective programme implementation
-Work closely with the TBC Nutrition Specialist and Nutrition team to ensure programme activities are coordinated and complementary
Monitoring & Evaluation
-Lead in the preparation of situational analyses, background information, and policy formulation in FSL
-Work closely with the Quality Assurance team to develop, review and ensure the effective use of programme objectives, indicators and means of verification
-Support the FSL team to collect accurate and applicable data and to analyse this data so that it effectively informs programme interventions
-Use a lessons-learned, continuous quality improvement approach throughout the programme cycle
-Review relevant monitoring reports to ensure that technical debates are well articulated and reports are of acceptable quality before submission
Staff supervision, support and capacity development
-Provide on-going supervision, support and capacity development to the FSL team and other relevant staff
-Develop performance management and development plans for FSL staff and work closely with Field Coordinators to ensure staff are effectively managed and developed
-Provide individual and group opportunities that will support the development of staff in FSL and general programme management
-When necessary, work closely with Human Resources to recruit and orient staff to TBC
Global, Regional and Country-level Networking & Representation
-Represent and advocate for TBC with UN agencies, donors, government, INGOs and other stakeholders, specifically ensuring the following;
-Attend and provide technical expertise when needed to coordination meetings
-Ensure presence at relevant UN and CCSDPT coordination meetings at national and regional level
-Ensure the active dissemination of programme findings and lessons learned through the production of high technical quality reports and publications
-Access and share information on FSL and other programme areas with other INGOs, UN agencies and global development partners
-Represent TBC within applicable and appropriate
3.2 Occasional Significant Duties
- Respond to emergency situations
- Other duties may be delegated by the Technical Programme Director as required
4.0 Job Specification (Minimum Job Requirements)
Education
  • Formal qualification in agricultural with postgraduate qualification in agriculture, rural development, food security, other relevant discipline or commensurate work experience in lieu of qualification.
/ Experience in humanitarian or related field
8 – 10 years international experience preferably with an INGO or UN agency. / Experience in specific field or closely-related job
  • Significant international experience in food security and livelihoods programming in developing countries with specific experience and/or advanced understanding of at least three of the following;
  • protection for vulnerable populations;
  • cash transfer programmes;
  • data collection & analysis
  • capacity building of national staff and partners
  • Good interpersonal skills
