PROPOSED CHANGES FOR COMMODORE’S HONOR STREAMER

1. CURRENT:

Commodore's Honor Flotilla Streamer:

Flotillas completing the following requirements shall be awarded a streamer for their flag which shall read “(year) Eighth Western Rivers Honor Flotilla.” Not later than 1 February following the Award Year, the Division Commanderwill certify to the Awards Committee Chairperson, which Flotillas in their Division meet the following criteria.

CHANGE:

The Certification form may be downloaded in either MS Word 57 KB or fill-in Adobe Acrobat 97 KB

NOTE: This adds to the use of the Certification Form that is currently in use.

2. PAST POLICY:

Hold and report the minutes of their business meeting each month throughout the year and send the minutes to the Division Commander and DIRAUX before their next meeting.

CHANGE:

Hold a meeting and report the minutes of their business meeting to the Division Commander and to DIRAUX each month by the 10th of the following month throughout the year.

NOTE: With use of electronic means, this should not be a problem and would also assist in the completion of minutes in a timelier manner.

3. PAST POLICY:

Report (by 31 December), via AUXDATA, 10 VSCs per member enrolled as of 1 January of the award year

CHANGE:

Report (by 31 December), via AUXDATA, 15 VSCs per qualified and currentlycertified

as a VE as of 31December of the award year.

NOTE: This is to increase the number of VSCs from 10 to 15 of the number of qualified VEs rather than the number of members as of the end of the reporting year. This would also require each flotilla to have at least one VE member to qualify.

4. PAST POLICY

Report (by 31 December), via AUXDATA, 10 hours of operations per member enrolled as of 1 January of that year. Operation hours is the sum of Coxswain + Crew + Air Operations

CHANGE:

Report (by 31 December), via AUXDATA, 10 hours of operations per memberenrolled

as of January of that year. Operation hours are the sum of hours recorded for

Coxswain, Crew, Air Operations and qualified TCO Radio assigned missions.

NOTE: this allows qualified radio watch standing hours to be counted for operations for

the reporting year.

5. PAST POLICY:

Report (by 31 December), via AUXDATA, the completion of at least one multi-lesson PE course during the award year. Stateor other courses do not qualify.

CHANGE:

Report (by 31 December), via AUXDATA, the completion of at least one multi- lesson authorized PE/NASBLA course during the award year.

NOTE: This will remove the exclusion of state and other courses so that all authorized PE and NASBLA courses will be counted. .
