This leaflet briefly explains what an AQMA is,why it is needed in Waltham Cross, and the proposed boundary.

Summary

Air quality in Broxbourne is predominantly good with the majority of the Borough having clean unpolluted air. There are however a small number of locations where the combination of traffic, road layout and geography has resulted in exceedences of the annual average for nitrogen dioxide (NO2)

Broxbourne Borough Council is required to regularly review and assess air qualitylevels within its area. These assessments have shown that measurements of air pollution in three areas of Waltham Cross have higher levels of nitrogen dioxide (NO2) when compared with the national air quality objectives. There are a number ofresidential properties close to the roads which means there is public exposure to airpollution in these locations. The Council is therefore required to declare an Air QualityManagement Area (AQMA).

This leaflet briefly explains what an AQMA is and why it is needed in Waltham Cross.

What are Air Quality Management Areas (AQMAs)?

The UK Government has set air quality objectives for seven pollutants, includingnitrogen dioxide (NO2). These national objectives are set at levels that areconsidered to be acceptable in terms of what is known about the effects on publichealth and the environment of each pollutant.

An AQMA is an area where one or more of the national air quality objectives are notbeing achieved and are not expected to, unless action is taken to improve airquality.

Why is an AQMA needed in Waltham Cross?

Assessments have shown that levels of nitrogen dioxide in Waltham Cross,exceed the annual national air quality objective.

Where air quality objectives are being breached or are close to being breached, theCouncil is required to declare an Air Quality Management Area after a publicconsultation.

The last Detailed Assessment report concluded that an AQMA be declared in

respect of the annual nitrogen dioxide (NO2) objective, as concentrations are abovethe objective of 40μg/m3 (micrograms per meter cubed).

The boundary extension of the AQMA can be seen on the accompanying map. It coversan area aroundArlington Crescent.

The proposed boundary is based on modelled future levels of nitrogen dioxide andongoing monitoring data.

What happens next?

Once the boundary of the AQMA is declared, Broxbourne Borough Council is

required to produce an Action Plan. This will aimto detect the main sources of the nitrogen dioxide and identify and implementappropriate measures that aim to reduce the level of NO2 in Waltham Cross to below theobjective level.
