Proposal for State Games of Oregon 2007 Skateboard Park Slalom Race
Overview
Cascade Slalom Association (CSA), in association with the State Games of Oregon (SGO) would like to work with the city of Aumsville to present a skateboarding competition as part of the State Games of Oregon 2007. Cascade Slalom Association has several years of experience putting on skateboard races in Oregon and Washington. This proposal is in addition to the 3 other events we are holding at the Salem Soap Box Derby Hill.
Division of Responsibilities
State Games of Oregon (SGO) will:
· Supply liability insurance for site owner, officials, and organizers.
· Supply normal SGO “swag” (T-shirts, etc) through the generosity of SGO sponsors.
· Handle all money, registration, and liability/release forms.
· Provide CSA with a computerized list of entrants prior to the race.
· Provide GOLD/SILVER/BRONZE medals.
Cascade Slalom Association (CSA) will provide:
· Work with City of Aumsville Parks and Recreation to reserve the Brian Haney Memorial Skateboard Park in Aumsville.
o Should include usage of electrical outlets adjacent to the skate park.
o Should include permission to erect shade canopies.
o Should include permission to operate a small PA system for announcements.
· Timing and race recording (computer) equipment. PA system.
· Course set-up including track cleaning, start/finish preparation, course marking, etc.
· Course officials.
· Written rules available for participants before the race.
· Skateboard-specific sponsor-supplied gifts or prizes for the racers. (Prizes will be awarded randomly, not based on race results.)
· Computerized list of results per SGO specifications.
· Sanctioning of the event through the ISSA (International Slalom Skateboarding Association)
· Enforcement of park-specific rules (alcohol, noise, parking, clean-up, etc.)
Date of Event: Friday June 1st 7:00pm to 10:00pm
This is the lead-off event for the weekend of skateboard racing. The other events are on Saturday June 2nd and Sunday June 3rd at the Salem Soap Box Derby Hill.
Age Group Considerations:
· Normal CSA events are run as a single-age single-gender group of racers. The race will be set up this way, and only after all the results are in will the age groups be applied for GOLD/SILVER/BRONZE medals.
· Age groups are:
- 15 and under (kids)
- 16 to 24 (young adults)
- 25 to 44 (adults)
- 45 and older (Masters)
Event and Use of Skateboard Park Description:
A slalom race will be marked on the surface of the skateboard park with the following attributes:
· A course that can be completed in one fluid run of approximately 30 seconds, using as much of the park as is physically and safely possible. (The Aumsville skateboard park is particularly well suited for this, as it has no “dead-ends” and is easy to flow from one area to another).
· Marking of the course will be by use of small plastic cones (smaller than traffic cones), which will be secured to the vertical areas of the park with Velcro, and set down on the horizontal areas. The cones will be marked with chalk circles to replace them in the same area after being hit by the racers.
· An electronic timing system will be duct-taped to the start and finish lines.
· (These techniques are tried-and-true to be easy to clean up and will not leave any permanent surface changes to the skateboard park concrete surface.)
The racers will negotiate the course one at a time and receive a time for the course. Two runs will be allocated to each racer, the single best time counts for the final results. Hitting cones will result in a time penalty.
Compliance with Local Rules and Regulations:
- Our event requires the use of helmets. Knee pads, elbow pads, and gloves are highly recommended. If there are more stringent local rules for safety equipment at the skateboard park, (e.g. requiring the use of knee pads), then we will enforce these as well.
- We understand and agree to the following park-usage rules, and will work cooperatively with the local authorities to enforce compliance:
- No alcohol
- Supervision by persons over 21 years of age
- P.A. system shut down by 10:00 pm
- P.A. system only as loud as necessary to run the event. No foul, abusive, threatening, or indecent broadcasts.
- State Games of Oregon representatives will conduct the signup process at the site (for those contestants who did not sign up in advance). State Games of Oregon does charge a fee for the contestant sign-up.
- No other organization or individual will be allowed to conduct vending or concession activities. No fee will be charged for spectators.
- Location of equipment and vehicles will be as “neighbor-friendly” as possible, and the event organizers will comply with all requests to move or alter the equipment location.
- Event organizers will conduct cleanup during and after the event. The plan is for our volunteers (over 10 people) to provide disposable trash bags in strategic locations and then remove them (and all litter) at the end of the event.
- Prior to the event, we request permission to post advertising flyers at the park in order to inform the park users of the upcoming event, and to entice them to sign up for our other events.
- The estimated number of people at the event is:
- 5 Volunteers to help run the event.
- 5 Racers who are also event volunteers
- 20 to 30 Racers
- 15 to 20 Spectators (primarily family members of the racers)
