Local Sustainability Matching Fund Proposal

Purpose:

Make the City of Shoreline a replicable model in Washington State for target-setting, assessment, policy adoption, and public participation in sustainability planning.

Brief description of project goals, strategy, and key activities:

The Bullitt Foundation and Futurewise are helping the City of Shoreline implement its Environmental Sustainability Strategy, moving it past high-level goals to implementation. To this end, Futurewise will:

1.  Work with Shoreline to help the city incorporate the STAR™ Sustainability Standards in five key performance areas of transportation and mobility, natural systems, housing, resource lands, and water.

2. Develop an Assessment and Planning Toolkit and provide assessment and planning recommendations in the five performance areas to incorporate into next climate action strategies, Shoreline’s Comprehensive Plan, transit station-area planning, and other land use actions.

3.  Develop Policy and Financing Toolkit with policy and development regulation strategies in the performance areas of transportation and water, and begin developing financing and policy toolkit in other performance areas and provide technical assistance and recommendations to Shoreline in adopting policy and code revisions.

4.  Develop a Community Education and Outreach Toolkit and provide community outreach, education, and engagement with Shoreline residents, focused on furthering the Transportation, Sustainable Development, and Green Infrastructure goals of the Sustainability Strategy.

The project addresses (1) large scale behavior change through community outreach and engagement and through changes in policies and code in key performance areas, (2) sustainability indicators through implementation of STAR Community Index™ standard, (3) new funding streams for sustainability initiatives by developing new financing policy tools for implementation of sustainability projects (e.g., green building development incentives, green infrastructure fees, and tax increment financing), and (4) urban agriculture through development of urban agriculture planning, policies and code tools.
