PART A-SPECIFIC CONDITIONS
CONSTRUCTION PHASE
1 / “Consent to establish” shall be obtained from Punjab Pollution ControlBoard under Air (Prevention & Control of Pollution) Act, 1981 and Water(Prevention & Control of Pollution) Act, 1974 and a copy of the sameshall be submitted to the Ministry of Environment & Forests before the start of any construction work at site. / “Consent to Establish” has already been obtained from Punjab Pollution Control Board” and a copy of the same is enclosed for your ready reference.2 / All required sanitary and hygienic measures should be in place beforestarting construction activities and to be maintained throughout theconstruction phase. / All required sanitary and hygienic measures are in place before starting construction activity and these will be maintained throughout the construction period.
3 / A first aid room will be provided in the project both during constructionand operation phase of the project. / A First aid facility has been provided in the construction site project office for any eventualities consisting of

2.betadine Solution, cipladine ointment, paracetemol tablets etc.
3. Medicated Cotton, Hydrogen Peroxide Etc
The above first aid kit will also be maintained in the security room during the occupancy ofthe project.
4 / Adequate drinking water and sanitary facilities should be provided forconstruction workers at the site. The safe disposal of wastewater andsolid wastes generated during the construction phase should beensured. / Adequate water supply and sanitary facilities is being provided in the construction site and for safe disposal of domestic wastewater. The solid wastes generated during the construction were disposed scientifically by using it for preparation of sub grades
5 / Provision should be made for the supply of fuel (kerosene or cookinggas), utensils such as pressure cookers etc. to the labourers duringconstruction phase / It shall be done during construction period.
6 / All the labourers to be engaged for construction should be screened forhealth and adequately treated before engaging them to work at the site. / It is already being done.
7 / For disinfection of wastewater, use ultra violet radiation, not theChlorination / The STP is yet to be commissioned and Disinfection with UV system will be provided in the STP
8 / All the topsoil excavated during construction activities should be storedfor use in horticulture / landscape development within the project site. / The excavated top soil was kept separately and shall be used for green belt development in the project
9 / Disposal of much during construction phase should not create anyadverse effect on the neighboring communities and be disposed takingthe necessary precautions for general safety and health aspects ofpeople and only in approved sites with the approval of competentauthority. / Muck & other materials will be disposed off without creating any adverse effect on the neighboring communities and taking the necessary precautions for general safety and health aspects.

11 / Construction spoils, including bituminous material and other hazardousmaterials, must not be allowed to contaminate watercourses and thedump sites for such material shall be secured so that they should notleach into the ground water. / Construction spoils including bituminous material shall be carefully handled. 12 / The diesel for generator sets to be used during construction phaseshould be low sulphur diesel type and canopy/exhaust should conformto the provisions of Environment (Protection) Act, 1986 prescribed forair and noise emission standards. / The DG sets are provided with acoustic enclosures to reduce the propagation of noise to the surrounding environment & we are using low diesel sulphar as fuel in order to reduce the pollution load.
13 / Vehicles hired for bringing construction material to the site should be ingood condition and should conform to applicable air and noise emissionstandards and should be operated only during non peak hours / The Vehicles used for bringing construction material at site are generally in good condition and Well maintained, Also they were operated during non-peak hours (Night and morning times).
14 / Ambient noise levels should conform to prescribed standards bothduring day and night. The ambient air and noise quality should beclosely monitored during construction phase / Ambient noise levels analyzed during the day and night in the project area. (Copy of analysis report is enclosed
15 / Fly ash should be used as construction material in the construction asper the provisions of Fly Ash Notification of September, 1999 andamended as on August, 2003 (The above condition is applicable only ifthe project is within 100 Km of Thermal Power Station). / Ready mix concrete is used for construction which contains fly ash.
16 / Ready mixed concrete must be used in building construction / Ready mix cement concrete is used for building construction
17 / Storm water control and its reuse as per CGWB and BIS standards forvarious applications. / Internal Storm water management shall be carried out as per CGWB standards and the storm water is conveyed to pass through recharging pits before it is let to external drains.
18 / Water demand during construction should be reduced by use ofpremixed concrete, curing agents and other best practices referred. / Ready mix concrete has been used for construction to reduce the water consumption and the curing agents are added to the concrete and cement mortar to reduce the water required for curing apart from this best construction practice is being followed to reduce water consumption during construction
19 / Permission to draw ground water shall be obtained from the CompetentAuthority prior to construction / operation of the project. / Permission to draw ground water has already been obtained from Central Ground Water Authority and a copy of the same is enclosed for your ready reference.
20 / Separation of drinking water supply and treated sewage supply shouldbe done by the use of dual plumbing line for separation of drinkingwater and treated sewage. / Dual piping system is provided to separate grey and black water.
21 / Treatment of 100% grey water by decentralized treatment should be done. / Full fledged Sewage Treatment Plant shall be provided to treat the grey water through a decentralized sewage treatment plant.
22 / Fixtures for showers, toilet flushing and drinking should be of low floweither by use of aerators or pressure reducing devices or sensor basedcontrol. / The plumbing to reduce water loss and high pressure low volume plumbing faucets will be provided in the project
23 / Use of glass may be reduced adequately to reduce the electricityconsumption and load on air-conditioning. If necessary, use high qualitydouble glass with special reflective coating in windows. / High quality with low emission glass with reflective absorption shall be used for windows or panes with special coating in order to reduce the power load.
24 / Roof should meet prescribed requirement as per EnergyConservationBuilding Code by using appropriate thermal insulation material to fulfillrequirement. / EnergyConservationBuilding Code requirement will be met for Roof using appropriate thermal insulation material
25 / Adequate measures to reduce air and noise pollution during construction keeping in mind CPCB norms on noise limits. / DG sets are provided with acoustic enclosures to reduce the noise levels as per CPCB norms.
26 / Opaque wall should meet prescribed requirement as per EnergyConservationBuilding Code which is proposed to be mandatory for allair conditioned spaces while it is aspirational for non air-conditionedspaces by use of appropriate thermal insulation material to fulfillrequirement. / The roof slab is proposed 150 mm RCC with 50 mm thick Brick bat coba and plastering on either side to achieve better thermal comfort within the building .
27 / The approval of competent authority shall be obtained for structuralsafety of the buildings due to earthquakes, adequacy of fire fightingequipments etc. as per National Building Code including protectionmeasures from lightening. / It shall be done.
28 / Provisions shall be made for the housing of construction labour withinthe site with all necessary infrastructure and facilities such as fuel forcooking, mobile toilets, mobile STP, Safe drinking water, medical healthcare, crèche etc. The housing may be in the form to temporary structureto be removed after the completion of the project. / All the labours are from nearby village so the housing of construction labour is not done , but we are providing all facilities like medical help, safe drinking water/ sanitary facilities to them during the construction period.
PART-B. GENERAL CONDITIONS.
1 / Six monthly monitoring reports should be submitted to the Ministry and it’s Regional Office, Chandigarh. / It shall be done.2 / Officials from the Regional Office of Ministry of Environment & Forests,Chandigarh who would be monitoring the implementation of environmental safeguards should be given full cooperation, facilities and documents / data by the project proponents during their inspection. A complete set of all the documents submitted to MOEF should be forwarded to the CCF Regional Office of Ministry of Environment & Forests, Chandigarh . / Full cooperation , facilities & documents/ data will be provided to the officials of Regional office of MoEF, Chandigarh
3 / In the case of any change(s) in the scope of the project, the project would
require a fresh appraisal by this Ministry. / A fresh application will be Submitted to MoEF, if any change in scope of the project.
4 / The Ministry reserves the right to add additional safeguard measures subsequently, if found necessary, and to take action including revoking of the environmental clearance under the provisions of the Environmental (Protection) Act, 1986, to ensure effective implementation of the suggested safeguard measures in a time bound and satisfactory manner. / The project proponent will abide by all the rules/ regulation and it will also ensure its effective implementation
5 / All other statutory clearances such as the approvals for storage of diesel from Chief Controller of Explosives, Fire Department, Civil Aviation Department, Forest Conservation Act, 1980 and Wild life (Protection) Act,1986, to ensure effective implementation of the suggested safeguard measures in a time bound and satisfactory manner. / It shall be done.
6 / This clearance letter is valid for 10 years from the date of issue of this letter for commencement of construction work. / Agreed
7 / A copy of this clearance letter shall be sent by project proponent to concerned Panchayat, Zila Parishad / Municipal Coperation , Urban local body and the local NGO, if any , from whom suggestions / representations, if any, were received while processing the proposal. The clearance letter shall also be put on the website of the company by the proponent. / A copy of Environment Clearance & Consent to establish is made available at the site office.
8 / The project proponent should advertise in at least two local newspaperswidely circulated in the region, one of which shall be in the vernacularlanguage informing that the project has been accorded environmentalclearance and copies of clearance letters are available with the Punjab Pollution Control Board and may also be seen on the website of Ministry of Environment and Forests at http;// The advertisement should be made within seven days from the day of issue of the clearance letter and a copy of the same should be forwarded to the Regional Office, Ministry of Environment & Forests, Chandigarh. / Public notice in News Paper regarding grant of environmental clearance is already done & copy of the same is enclosed for your ready reference.
9 / These stipulations would be enforced among others under the provisions of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention &Control of Pollution) Act, 1981, Environmental (Protection) Act, 1986, thePublic Liability (Insurance) Act, 1991 and EIA Notification, 2006 / Agreed.
10 / Under the provision of Environment (Protection)Act,1986, legal action shall be initiated against the project proponent if it is found that construction of the project has been started without obtaining environmental clearance. / Agreed.
11 / The project proponent shall also submit six monthly reports on the status of compliance of the stipulated EC Conditions including results of monitored data (both in hard copies as well as by e-mails) to the respective Regional office of MOEF, the respective office CPCB and the SPCB. / Agreed.
12 / Environmental clearance is subject to final order of the Hon'ble SupremeCourt of India in the matter of Goa Foundation Vs. Union of India in WritPetition (Civil) No. 460 of 2004 as may be applicable to this project. / This shall be applicable
13 / Any appeal against this environmental clearance shall lie with the NationalEnvironment Appellate Authority, if preferred, within a period of 30 days asprescribed under section 11 of the National Environment Appellate Act,
1997. / NA
