I. Project Background and Advantage Analysis
Huaniao Island is an island located in the far northeast of Shengsi County with water floating across its body. 25.9 kilometers from the central town, and 80 kilometers from Luchao Port of Shanghai, Huaniao Island is close to the international shipping routes facing the public sea area to its east. It now has a land area of 3.82 square kilometers. The Island is in the shape of flying birds. With dense grass and flowers, Huaniao Island has rare flat land with rather dispersed ditches. Qiankengding in the middle of the island has an altitude of as high as 236.8—making the highest peak in the county. Surrounded by clouds all the year long, the Island is heavily wooded with black pines. The forest covers a land area of 2,363 mu (1 mu≈667m2) with a forest coverage rate of 41.24%. The total coastal line is 16.55 kilometers with many curves and thus many bays, constituting a perfect destination for anchoring.
The sea area of Huaniao Island is part of the international route. The largest lighthouse is set up in the northwestern mountain in the island, forming the provincial key cultural relic’s preservation unit. In the ninth year during the reign of King Tongzhi in Qing Dynasty (in 1870), the lighthouse was build by British, covering a floor space of 10,000 square meters with four stories. It is brick-constructed cylindrical building as high as 19.17 meters. The natural landscape of Huaniao Island is featured with proximity to the magnificent ocean, beautiful reefs, peculiar rocks and steep cliffs. There are marine sceneries like white reefs, and hills in the sea. The reefs of various sizes are scattered with abundance fish resources in the blue and clear sea, forming the ideal place for the project of “Life on the Sea”.
II. Project Construction Scale and Coverage
Based on the reality of Huaniao Island, and positioned in the resources advantages, it is vital that the marine tourism resources and historic resources should be developed at a reasonable pace. Meanwhile, the partial eco-tourism development is made to establish tourism and cultural resort area.
