Introduction / An exciting opportunity exists for individuals to express an interest to work in the newly established System Reform Group (SRG), which is being established to project manage the HSE Reform Programme.
Job Title / Project Manager - System Reform Group
Purpose of the Post / This role will link closely with the projects across the identified programme areas collecting the metrics and information that will drive to inform key portfolio decision making to resolve issues, allocate resources, agree scope change, approve new demand and manage stakeholder expectations. Responsible for managing the SRG Project management tools and reporting structures for the reform programme. The role will have visibility of the reporting on the HSE Portfolio progress and will ultimately be responsible for ensuring that the assigned projects are delivered on time, within budget and to the highest standard
Scope of the Post / Support a culture of building project management capabilities across the system, particularly in the transfer of skills and knowledge. This will be achieved by providing assistance to project managers on reporting, tools, templates etc. Delivering training to address capability gaps and providing coaching and mentoring in project management skills

Background / The Government’s health reform programme, Future Health: A Strategic Framework for Reform of the Health Service 2012 – 2015, reflects the overriding objective of improving services to those who use our public health service, as well as helping those working in the service to deliver better services and demonstrating to taxpayers that value for money is being achieved.
Future Health outlines a wide ranging Health Reform programme for the HSE and wider health care structures over the next three to four years and is built on four key inter-dependent pillars of reform:
  1. Health and Wellbeing
  2. Service Reform
  3. Structural Reform
  4. Financial Reform
A Programme Board comprising of representatives from the Department of Health (DoH), the HSE and DoH Programme Management Office (PMO) has been set up to provide a method of managing the delivery of the Reform Programme. The Programme Board is chaired by the Secretary General of the Department and consists of key delivery stakeholders across the HSE and Department. The PMO will oversee and assure all projects deliver the Reform Programme. It will assure delivery from various agencies responsible for projects including the HSE, HIQA, etc.
As part of the HSE’s Transformation & Change agenda a System Reform Group (SRG) is being established to project manage the HSE Reform Programme of work and provide assurance to the PMO and the Programme Board.
The System Reform Group, which is being led by a National Lead for Transformation & Change, will report to the HSE Reform Programme Board and the Director General Designate on progress. The National Lead will be tasked with owning and leading the HSE Reform Programme, providing the strategic vision and drive the change management and benefits focused culture across the organisation. The main functions of the SRG are – Strategic Reform Leadership; Risk and Issues Management; Portfolio Management; Dependency Management; Change Management Leadership; Programme Resourcing/Budget; Benefits Realisation; Strategic Communications; Project Management; Programme Reporting and Programme Analytics Informing Decision Making.
InthefirstsixmonthstheSRGwill undertake athoroughassessmentofthecurrentreformprogrammes/projectsin addition tothescoping andsettingupofnew programmesof work.Followingthisexercise the requirement for specialistinput may beidentifiedin areassuchas HR / workforce,ICT,Finance, Procurementetc. Specialistsinsightscouldthenbebroughtto workin theSRG providingasingle sourceofinsight totheprogramme,ensuringdependencies areidentifiedandpotentialrisks andissues mitigatedin acoordinated manner
Tenure / Assignment to this post will be on a Grade to Grade basis on current terms and conditions for a period of 2 years, which may be extended if required.
Location of Post / The System Reform Group will be based in Dr Steevens’ Hospital, Dublin and there will be a requirement to either be based there full time or to attend in Dublin on an agreed number of days per week.

Reporting Relationship / The Project Manager will report directly to the Portfolio Manager.
Working Relationship: Working as a member of the System Reform Group the effective delivery of objectives will depend upon the development and maintenance of positive working relationships with key stakeholders both internal and external.
Duties & Responsibilities / •Governance: Support the National Lead and SRG Portfolio Manager to develop a clearly defined approach to governance and project controls. Ensuring that the appropriate level of programme governance is in place and is adhered to
Portfolio planning: Work with the National Lead and SRG Portfolio Manager to develop the SRG Portfolio plan, risk and issues register, dependency register. Maintain and update these along the lifecycle of the HSE Reform Programme. Ensure that SRG Portfolio plan are detailed at a level that aligns with the SRG complexity, are developed and accurately followed throughout the duration of project lifecycle
Portfolio reporting: Working with the National Lead and SRU Portfolio Manager to set up and manage the SRG portfolio reporting tools. This includes regular updates on progress from the Reform programmes and projects around the system. Develop regular Portfolio updates for the National Lead and SRG Portfolio Manager
Portfolio updates: Providing the SRG Portfolio Manger with accurate report to support effective decision-making across the SRG. Reporting should include the status of each project in terms of overall benefits potential and overall delivery; a confirmation of where each project is in the overall programme lifecycle and highlight any areas of slippage
Risk and issue reporting: Ensuring that the impact of risks and issues on project outcomes is reported. The project manager will escalate all issues and risk identified to the SRG Portfolio Manager
Portfolio stakeholder engagement and communications: Support the Strategic communications manager with the actions identified across the across the stakeholder engagement and communications plan
Project management development and coaching: Support a culture of building project management capabilities across the system. Particularly in the transfer of skills and knowledge. This should be achieved through the sharing of best practices and using coaching techniques within the areas/functions of the role holder’s responsibility

Eligibility Criteria
Qualifications and/ or experience / Only staff of the HSE, other statutory health agencies, the Department of Health and bodies which provide services on behalf of the HSE under Section 38 of the Health Act 2004 are eligible to apply
  • Must be currently employed by the HSE at Grade VII or above
  • At least 5 years experience as a Senior Manager or Senior Clinical Leader
  • Experience of project and programme management
  • Successful and innovative leadership in health care delivery systems
  • Strong record of delivering change, working in a complex environment
  • Have demonstrated capacity to achieve results through cross-sectoral working

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Skills, competencies and/or knowledge / Leadership & Direction:Brings theory to life through project management training and development programmes and can work across the team with a focus on portfolio, programme and project management tools and structures. Understand the complexity of large complex health reconfiguration programmes
Managing & Delivery Results - Project management:Experience of developing standard project and portfolio plans, risk registers, dependency register etc. Can develop portfolio updates of portfolio progress. Can support the development of project management structures and governance structures
Working with and Through Others:Flexible, team oriented and a relationship builder and have a significant track record of achievement in the area. Contributes to the development of an effective team
Building & Maintaining Relationships - Communication: Effective communicator who understanding the audience and the messages around project management; contributes to the development of a comprehensive stakeholder communication and engagement plan with a focus on project management
