1.1 / To update Members of the Sub Committee on progress made on the recommendations made by the Head of PI in his report to the Strategic Board in July 2013
2 / Introduction
2.1 / In July 2013, the Head of PI reported to the PI Strategic Board and made several recommendations on how the Recycle for Hampshire (R4H) campaign could be improved and enhanced.
2.2 / Progress on each recommendation is detailed in Appendix I

Appendix I - Recommendations from July 2013 Head of PI review of R4H
Recommendation / Progress to date
Recommendation 1 – R4H campaign should continue, with the additional recommendations below being implemented as soon as possible. The 13/14 programme will be closely monitored during the year, with the next formal reporting point being November 2013 at the 6-month stage. / R4H has continued as described. Now entering a phase of increased campaign activity in the run up to Christmas.
Recommendation 2 – TheHead of PI should ensure the communications channels detailed are monitored and utilised as necessary, and all partners to ensure adequate communication within own organisation – i.e. from recycling officer to strategy officer to portfolio holder via internal meetings and member briefings. / R4H is on the agenda at all relevant meetings. Also a topic of discussion at recent round of visits to Strategy Officers by Chris Noble. Significant discussion at Resource Aware Group meeting in Sep.
Recommendation 3 – The R4H team should produce district-specific updates on local activity for Members of PISB and other members within partners in March, June and September (6-monthly update already scheduled for November) / First newsletter produced in September and sent to Members and strategy officers.
Recommendation 4 – The R4H team should increase awareness about how R4H can supplement and support partners’ local activity in a cost-effective manner. R4H team to produce a guidance document on how they can add value to local activity, for example template press release, social media etc. / R4H team are producing a media pack for all districts, to accompany the upcoming campaign activity. A photographer will be updating the R4H stock of photos, and these will also be made available to all partners to use on own websites and publications.
Recommendation 5 – The Resource Aware Group (RAG) meeting in January should include a significant session of planning the R4H programme for the coming year. Recycling Officers are the officers regularly engaging with the community and carrying out local communications and are best placed to shape the upcoming programme. / This will be on the agenda for the January meeting of RAG as suggested.
Recommendation 6 – Partners should increase links from their own websites to R4H web pages to increase access to information and reduce need for duplication of information on various websites. / When R4H website update is complete the partners will be contacted to advise accordingly.
Recommendation 7 – Partners should liaise with the R4H Education Officers to direct their work with schools to specific geographical areas and/or with particular tailored messages based on local needs. / An outline agenda for these liaison meetings has been distributed to ensure all parties get the most out of the meetings. Via PI forums, EOs are being promoted as a way of extending a partner’s key messages into the community.
Recommendation 8 – R4H should increase its educational focus on secondary schools, to reflect that children of that age will soon become independent residents participating in local services. / Education Officers are attempting greater contact with secondary schools. A significant piece of work is being planned at Warblington School in Havant and Westgate school on Winchester, for example.
Recommendation 9 – All partners should fully utilise new online resources being developed by R4H to increase the reach of the education campaign. / Partners will be notified when new resources are available.
Recommendation 10 – R4H Education Officers (EOs) should increase the prominence of the “recycling at home” message within the schools programme. R4H should devise evaluation of how successfully messages at school reach homes for 13/14. PI officers should assess viability of collection round based sampling in the vicinity of schools receiving R4H support. / EOs are adapting their programmes accordingly. Parent surveys will be used to gauge impact. Once the programme for the first term is finalised, opportunities for tonnage-based monitoring will be identified.
Recommendation 11 – The R4H programme should support the PI Action Plan. This can be done in 13/14, for example through the Contamination Compact and the small WEEE study. However future R4H programmes should be developed more closely with the PI Action Plan to ensure it supports the aims of the partnership. / The 14-17 Action Plan is currently being prepared, and will be considered in parallel to a programme of activity for R4H to ensure the two are complimentary.
Recommendation 12 – R4H should fully utilise the MAF to provide as much sampling data as possible to gauge impacts of campaign work. / Detailed monitoring of MAF data has begun and will continue after the current burst of media activity.
Recommendation 13 – All partners should maximise value for money through full participation in as many activities as possible, through better communication and planning. / Will be assessed at the end of the year.
Recommendation 14 – The shortfall in budget for 13/14 should be covered by 12/13 carry-over, to restore budget to £162,250. Future funding options, including external funding, to be assessed. / Results of R4H 13-14 will be assessed before looking into alternative funding options.
