Tender Brief:
Production of UNCRC 20th Anniversary Short Film
1. About the Children’s Rights Alliance
The Children's Rights Alliance is a coalition of over 100non-governmental organisations (NGOs)working to secure the rights of children in Ireland, by campaigning for the full implementation of the UN Convention on the Rights of the Child (UNCRC).It aimsto improve the lives of all children under 18 years, through securing the necessary changes in Ireland's laws, policies and services.

2. Description of Required Product
The Alliance is seeking to commission a short film(approx. 8 minutes) to:
- To celebrate andincrease awareness of Ireland’s ratification of the UNCRC, and the development of children’s rights in Ireland over the last 20 years, among the public, media and in schools.
- To foster a deeper appreciation for a 'children's rights approach' among relevant Government and statutory officials, member organisations and the public
- To provide a stimulating opportunity to young people from marginalised backgrounds to take part and be up-skilled by this film
The film will be used in online education and outreach and will draw specific attention to the voice of the child by both featuring a young people’s editorial team. The film will be disseminated to a wide range of stakeholders including schools and also used as a platform to raise awareness generally in the media and among the general public about the UNCRC.
The Alliance invites tenders for the above project from film makers with significant experience in developing and producing adverts or short films on human rights, children/youth issues or other educational films.
3. Budget
Expressions of interest must contain an outline of proposed fees, together with a brief explanation of the calculation. Tenders will be assessed in relation to value for money and overall cost. Please note that,the proposed fees must contain VAT charges if applicable.
4. Project development and management
The selected production company will be expected to develop scripts and all other aspects of the film in close consultation with a staff team and the young person’s editorial group at the Children’s Rights Alliance. A key aspect of the project will be working closely with the young people’s editorial team and with young people who will appear in the film, to draw on their experience and knowledge. As part of the project development, the Alliancewill also be pleased to provide the selected film company with copies of relevant documents and materials.
5.Film completion Date:
The film is required to be fully completed and submitted to the Allianceno later than Friday 8 February
6. Design, Usability, etc
Design Criteria
The overall design of the materials should conform to the corporate identity of the Children’s Rights Alliance.
Accessibility and Usability Requirements
The materials developed must be accessible to people with hearing disabilities.
Conversion to PAL format, NTSC Format, YouTube/Web format will be necessary.
Other requirements:
The film will need to meet any requirements of the project funders, as determined by the Alliance.
7. Details to be included in Tenders/Proposals

Shortlisted tenderers may be invited to an interview at the Alliance on Monday 3 December.
Tenders should provide, as a minimum, relevant information using the headings below and preferably in the order given:
Company information
- Name of tenderer
- Place of business and postal address
- Contact person’s name and title including telephone, fax number and email address
- Sub-contractor agreements - provide details of any agreement with any proposed sub-contractor.
Proposed team
Provide details of each person who will work on this project – name, role, qualifications and relevant experience.
Film Proposal
The tender should describe how their proposal for a film would:
- Increase awareness of Ireland’s ratification of the UNCRC, and in form the audience – public, media, schools, young children – about the developments in children’s rights since ratification in 1992. The Alliance will provide a list of key themes to be explored, along with some questions to guide development of content. The tender should describe what methodology would be used in developing script and content with the young people.
- Involve and provide skills training for children and young people and include them in the production of the film.
- Involve Government and statutory officials in the production of the film through interviews etc.
- Provide a valuable and engaging educational resource on the UNCRC for young people and major stakeholders across the country.
Previous Experience and References
Please detail previous experience in producing similar films on human rights, social justice, children or youth issues – and provide copies of the films, or the URLs for online viewing.
Please provide the contact details of three client referees for whom the tenderer has developed similar resources and who are available to talk to the Alliance. Please provide a brief description of the project relevant to each referee.
Project Timeline
The tender should include a detailed timeline for the project showing completion by Friday 8 February, and including dates for proposed meetings with theAlliance and sign-off.
Compliance
Please state how your tender complies with relevant international and Irish government standards, e.g. technical, accessibility and design.

8. Conditions of tendering
Agreement
The successful tenderer (the supplier) will be required to enter into a formal contract with the Alliance.
Ownership of tender documents
All tender documents will become the property of the Alliance on submission.
Tender validity period
Offers shall remain open for acceptance for six months from the submission of the proposal.
Compliance, partial compliance or non-compliance
The tenderer will be taken to agree or comply with all conditions of all parts of this document unless the tenderer specifies otherwise, giving reasons.
Tenderers to inform themselves
Tenderers are responsible for taking all necessary steps to inform themselves of the client’s requirements, terms and conditions in regard to tendering for this project.
Tenderers to meet costs
Tenderers are to meet all costs of responding to this document, including preparation, submission, lodgement and negotiation costs.
Criteria for selection
The following are examples of the types of criteria that the Alliance will use for selection:
- Quality and appropriateness of the proposed film.
- Demonstrated understanding of the project requirements.
- Quality and appropriateness of the proposed methodology.
- Ability to work in a youth environment and with young people, as well as Government and statutory officials.
- Relevant experience of the proposed team.
- Demonstrated ability to deliver this film within the required timeline.
- Value for money.
- Level of compliance with terms and conditions of the agreement.
- Nature of the endorsement from referees (referees may not necessarily be contacted).
- Financial soundness and viability.
Acceptance of tenders
- The Alliance may accept the whole or part of a tender.
- The Alliance does not necessarily accept the lowest priced tender or any tender.
- The Alliance reserves the right to negotiate with any tenderer or to seek clarification of the contents of a tender from any tenderer.
- The Alliance reserves the right to obtain any of the nominated products and services from any party, whether that party is a tenderer or not.
- Nothing in this document, or in any tender, or both, shall be construed to create any binding contract (express or implied) between theAlliance and any tenderer.
- The Alliance reserves the right to stop or vary the tender process, or re-tender, at any time.
