Job Purpose / Responsible for the production, development, procurement, delivery and project management of cost effective programmes of cyclical and planned maintenance works and programmes that ensure statutory responsibilities are properly discharged
To support the Business Manager in managing and developing the service andteam membersto ensure a high quality customer focused service is delivered.

Main Duties and Responsibilities
  1. Produce, develop and deliver an annual property maintenance plan which sets out a robust programme, implementation strategy and budget for cyclical maintenance and specific major works across the housing stock that ensures statutory responsibilities are properly discharged.
  1. Effectively manage appropriate cyclical maintenance budgets and resources on behalf of the BM to ensure optimum service / programme levels are achieved.
  1. Ensuring a range of related assets have effective planned maintenance arrangements in place including estate shops, garage colonies, Sheltered Housing schemes, un-adopted highways and footpaths as well as un-adopted estate and street lighting
  1. Ensuring an effective system is in place for processing requests from Tenants to undertake their own home improvements
  1. Ensuring an effective system is in place for processing fire damaged property refurbishments and insurance works through to completion.
  1. Ensuring an effective system is in place for the receipt and processing of disrepair claims through to completion and liaison with legal services.
  1. Ensuring an effective system is in place for the receipt and processing of structural repairs to properties through to completion
  1. Ensuring an effective system is in place for the commissioning, recording and storage of a range of property surveys including general condition, dampness, asbestos and structural defects.
  1. Ensuring an effective system is in place for the recording and maintenance of asbestos surveys in the form of a database register readily accessible by a range of stakeholders.
  1. Lead on the preparation, administration and monitoring of cyclical maintenance contracts and programmes. Prepare specifications, schedules and programmes of work. Issue works orders and monitor quantity, progress and quality of works on site
  1. Ensure effective consultation and communication takes place with stakeholders including Tenants, Leaseholders, TRA’s and Ward Councillors in respect of each project..
  1. Deputise for the Business Manager during his/her absence from the organisation at meetings/ functions and make decisions within limit of job responsibility to ensure the smooth running of the organisation
  1. Lead the management, organisation and development of a team of technical and support staff including work planning, recruitment, development, motivation and support to meet the needs of the business.
  1. To identify underperformance and provide necessary action plans for training and support or instigate appropriate formal performance management
  1. Training and developing colleagues and sharing knowledge, experience and best practice to ensure efficient and effective service delivery.
  1. Provide cover and support for other co-ordinators in the Assets Directorate when required and “team cover” in the absence of staff
  1. Promote Six Town Housing and the work of the team in a positive manner at all times.
  1. Keeping abreast of emerging legislation, regulation and the external environment.

Knowledge and Experience
  1. A wide understanding of the building industry, including knowledge of materials, trades, methods, legal requirements and statutory obligations that apply to social housing
  1. In depth knowledge of property related Health & Safety Legislation including CDM regulations and Asbestos regulations
  1. Current knowledge of legislation, policy and statutes pertaining to property repairs in a social housing environment including Section 20 Landlord and Tenant Act and Disrepair legislation
  1. Substantial experience in a building surveying environment including contract administration,professional relationship management (e.g surveyors and inspectors), site supervision and making professional judgements
  1. Extensive experience of working in social housing delivering medium value, high impact construction projects to time, cost and quality standards and achieving high levels of customer satisfaction
  1. Experience of successfully leading, motivating and directing a team of staff in a building surveying or project management environment
  1. Knowledge of asbestos regulation and experience of implementing asbestos surveying programmes to meet statutory requirements
  1. Knowledge of Legionella monitoring requirements and experience of implementing inspection and testing regimes.
  1. Experience of undertaking and /or managing Fire Risk Assessments surveys
  1. Knowledge and experience of developing and delivering planned maintenance programmes for highways, footpaths and street furniture on housing estates
  1. Experience of developing and managing Stock condition databases including asbestos registers.

  1. Able to demonstrate sound technical knowledge of health and safety regulations, governance and compliance through previous work experience
  1. Qualified and experienced in undertaking formal building surveys and stock condition surveys
  1. Strong financial and budgetary management skills
  1. Able to write survey reports and specifications
  1. Able to prioritise, plan and organise own and teams workload to meet conflicting demands, target and deadlines
