6. This Procurement Plan is divided into three parts, namely;
Part 1:Basket Funds,
Part 2:Earmarked Funds
Part 3:Government of Tanzania’s Own Funds
7. Each part is sub-divided into 4 components, which are:
Component 1: Strengthening of Water Resources Management and Development Framework

Procurement decisions subject to the World Bank’s “Guidelines: Procurement under IBRD Loans and IDA Credits” dated May, 2004; and “Guidelines: Selection and Employment of Consultants by World Bank “Borrowers” dated May, 2004 and the provisions stipulated in the Financing Agreement. In Particular, Procurement of Contracts through ICB procedures for goods, works and selection of consultantsfor large contracts; the World Bank’s “Guidelines will be adhered to at all times. Procurement of non ICB contracts for goods, works and selection of small consultant contracts; the Government’s Public Procurement Act (PPA) No. 21 of 2004 and its associated regulations will apply.

2.Note for Consulting Service:
- TOR for all contracts shall be cleared by the World Bank
- Shortlist for consultancy services for contracts estimated to cost less than US $ 200,000 equivalent per contract may be composed entirely of national Consultants in accordance with the provisions of paragraph 2.7 of the Guidelines Selection and Employment of Consultants by World Bank’s Borrowers
- QBS,FBS and LCS may be used for assignments meeting requirements of paragraphs 3.2, 3.5 and 3.6 respectively of the Consultant Guidelines
3.Specific NCB contracts may be selected for prior review and these are marked so in the procurement plan.
4.Procurement processing for any activity whose cost exceeds 15% of the estimated (planned) cost in the agreed procurement plan shall only proceed after securing approvalof the World Bank on behalf of DPs.
