United Nations Educational, Science and Cultural Organization (UNESCO) hereby invites qualified companies to submit electronic tenders for consulting services to carry out the Evaluation of UNESCO’s standard-setting work of the Culture Sector.

As the only UN agency with a mandate in culture, UNESCO has developed a comprehensive series of standard-setting instruments in this field, including six main culture Conventions, many recommendations and a number of declarations. Significant time and resources are spent on standard-setting activities related to these instruments and even though the visibility of some of this work is high, no comprehensive evaluation has ever been conducted of the standard-setting work of UNESCO.

The evaluation will be conducted by a team of external consultants, under the supervision of IOS. IOS will also actively participate in the evaluation process. The following qualifications are required:

Company:

o  It is mandatory for Firm/Entity to have min 5 years of global/international experience in policy / programme evaluation. Firm/entity with less than 5 years of experience will be disqualified

Team leader and senior evaluation expert:

o  It is mandatory for the team members to have: Advanced university degree in specialized fields of culture, social science, law, public policy, international relations or related fields; and excellent oral communication and report writing skills in English or French.

o  It is also mandatory for each of the proposed candidates to have min 10 years of policy and programme evaluation on a global/international basis of relevance to policy making,

o  It is desirable for the firm to propose candidates with 3 references that demonstrate knowledge of the international conventions that are included in the present evaluation exercise (1970, 1972, 2003 and 2005 Conventions);

o  It is desirable that the candidates have undertaken at least 3 assignments for the UN;

o  It is desirable that the candidates have at least 3 references that demonstrate experience with the evaluation of international conventions and other standard-standard setting instruments.

The time schedule for the evaluation is planned between January 2013 and July 2013.

The purpose of this notice is to provide general information on the requirements for the procurement process and to inform interested suppliers how to obtain a copy of the Solicitation Documents.

UNESCO reserves the right to amend the documents at any time during the solicitation process. Any amendments or clarifications will be communicated directly to all Bidders who have requested a complete set of solicitation documents and officially confirmed their intention to submit a tender. No remuneration will be made to companies for preparation and submission of their tenders.
