PROCUREMENT BUSINESS ANALYST

(16 MONTH CONTRACT)

AREA OF RESPONSIBILITY:

Reporting to the Manager of Procurement Performance, this position will provide strategic leadership and delivers on the mandate of the Procurement enabling strategy. This position will provide recommendations as well as lead the development and continuous improvement of the objectives set out in the Finance Department business plan and the Procurement strategy that include business analytics to inform processes and policy reviews, program planning, performance measurement, business intelligence, risk/outcomes analysis, vendor management and training.

  • Responsible to provide strategic leadership and implement best in class procurement practices through the analysis of business processes and metrics.
  • Leads the advancement of the procurement strategy through the development, recommendation and implementation of effective and innovative policies and procedures.
  • Conducts regular reviews of compliance pertaining to legislative requirements, Corporate policies, procedure and by-laws in the Purchasing section.
  • Identifies and administers compensation controls to provide independent reporting.
  • Responsible to provide on-going verification and training of employees regarding procurement.
  • Creates queries and reports to identify deficiencies on internal controls and takes corrective action as required.
  • Liaises and builds relationships with staff, clients and external stakeholders and relevant associations to ensure commitment to program deliverables, and support corporate strategic initiatives.
  • Reviews and recommends improvements to systems including technology, to support and enhance the procurement function.
  • Develops and delivers training programs and provides guidance to staff.
  • Required to research best practices and make exercising a high degree of judgement under both straightforward and ambiguous circumstances.
  • Required to think strategically and look to the long term to identify issues and risks.
  • Responsible to provide general administration duties.
  • Performs other similar and related duties as required and assigned.

SELECTION CRITERIA:

  • High School (Grade 12) graduation plus an additional programme of three to four years in Business Administration (Supply Chain Management) or Bachelor of Commerce – Management Studies or equivalent
  • Over four (4), up to and including eight (8) years experience in a procurement environment with excellent knowledge of procurement law, trade agreements, processes and contracts for both the development and their impacts.
  • Preferred certification includes: SCMP or CPPO or CPPB or equivalent
  • Experience managing internal/external business partnerships and clients relationships an asset
  • Results oriented, demonstrating proficiency in managing more complex responsibilities an asset
  • Excellent written and verbal communication, presentation and training skills an asset
  • Effective time management skills and multitask an asset
