PROCEEDINGS OF THE STATE LEVEL TECHNICAL COMMITTEE MEETING HELD ON 18.01.2017

State Level Technical Committee Meeting was held on 18.01.2017 at 11.00 AM at APCOB, Vijayawada to review and finalise Scales of Finance (SoF) for various crops for the year 2017-18. The Meeting was chaired by Smt. KSM Lakshmi, Managing Director, APCOB. Sri K Tulasi Prasad, CGM, APCOB; representatives from the offices of CC&RCS, SLBC, NABARD, Agriculture University, Director of Agriculture, Horticulture, Sericulture, Fisheries, Director of Sugars, Senior Officers from SBI, SBH, Indian Bank, ChaitanyaGGB, DCCBs, APCOB, Progressive Farmers have participated in the meeting . The Dy. General Manager (L&A), APCOB welcomed the Managing Director, and all the participants to State Level Technical Committee meeting.

The CGM, APCOB explained the steps and procedures involved in fixation of Scales of Finance and the role of the SLTC in the process. The Managing Director, APCOB in her opening remarks informed that as per the DLTC proceedings received from various DCCBs, in the Nellore and Kurnool districts the due date for repayment of crop loans was fixed as per seasonality discipline ie. 31st March for Kharif lendings and 30th June for Rabi lendings andadvised to have one year due date from the date of disbursements as suggested by the NABARD. The Chittoor DLTC has dispensed with the fixation of due dates mentioning that it has no relevance in the context of CKCC system. The MD stressed the need to have one year due date uniformly across the state and advised these Districts to adopt the same. With regard to request received from the Director of Horticulture for fixation of scale of finance for cultivation of Dragon Fruit, the MD informed that it needs to be covered under Unit cost of LT loaning and will be forwarded to the NABARD for inclusion in the fixation of Unit cost for the year 2017-18. The MD requested the committee to suitably revise the SOF for Oil Palm.The MD, APCOB requested all the membersto share their valuable information and to make suggestions, in moderating the Scales of Finance fixed by DLTC (District Level Technical Committee) of all districts.

The Committee took up the review of Scales of Finance for each of the irrigated and un-irrigated crops, both for Khariff 2017 and Rabi 2017-18 District-wise, fixed by the DLTCs concerned. The SLTC had detailed discussions on the cost of cultivation, gross value of yield etc. pertaining to all major crops and recommended the following range of Scales of Finance (SoF), taking all the factors into consideration.

The SLTC further resolved as under:

i)To request the conveners of DLTCs to adopt the above Scales of finance and also to place the same before their District Consultative Committees (DCCs) for its adoption/information. The details of adoption of SoF by the DCCBs may please be forwarded to APCOB.

ii)To advise the DLTCs to fix /recommend the SoF only for the crops grown in their district and not to fix/recommend for the crops not grown in their district.
