PROCEEDINGS OF THE DODGE COUNTY BOARD OF SUPERVISORS

Regular meeting of the Dodge County Board of Supervisors was called to order by Chairman Missel at 9:00 A.M. on Wednesday, November 23, 2016in the Board Room of the Courthouse, Fremont, Nebraska, with the following members present: George, Osborn, Strand, Beam, Weddle and Missel. Absent: Synovec. Prior to roll call, Chairman Missel announced the meeting to be an open public meeting and that the open meeting laws were posted for anyone’s review.

The Board unanimously declared the meeting legally convened.

The Board unanimously approved the agenda as printed and received and placed on file a certification from County Clerk Mytty of 2016 General Election results on County Supervisor races, correspondence from Charter Communications regarding program changes, correspondence from NDEQ (Nebraska Department of Environmental Quality) regarding Notification of Construction Completion for Wastewater Treatment System at 2260 County Road 19, Fremont, Nebraska, correspondence from NDEQ regarding Muller Farms Inc. Concentrated Animal Feeding Operation General Permit for operations confining cattle located in NW ¼ of Section 28, T20N, R7E, moving permit for Barnhart Crane & Rigging Co. to move a self-propelled crane over Downing, Cloverly Road and Platte Avenue to Hormel Foods Plant, private utility installation agreement for Wiese Plumbing & Heating to install a water & sewer line in SW Section 8, T17N, R8E, utility installation agreement for Mobilitie LLC to install a 120’ utility pole in the road right-of-way of T Road and 32nd on N. Yager Road and a certificate of insurance for Logan Township.

The Board unanimously approved the minutes of the November 9, 2016 meetingas printed.

At 9:05 A.M., the Board recessed as a Board of Supervisors and convened as a Board of Corrections. Chairman Missel dispensed with roll all members being present except for Supervisor Synovec.

Under any items of discussion, the board discussed the high increase of prisoners in the jail since housing them in Saunders County. The average of 42 prisoners previously held at the Dodge County Correctional Facility per day has now doubled. The Dodge County Jail was constructed when jail standards allowed double bunking of prisoners, but they no longer allow for it. Supervisor Strand commented the county would spend a lot more money if they still housed prisoners in the Dodge County Jail, because they would have to house the overflow of prisoners somewhere else.

At 9:07 A.M., Chairman Missel adjourned the Board as a Board of Supervisors until Wednesday, December 7, 2016 at 9:05 A.M.

Immediately thereafter, the Board reconvened as a Board of Supervisors. Chairman Missel dispensed with roll all members being present except for Supervisor Synovec.

The Board unanimously approved the wage and hour claims as submitted in the amount of $168,385.51.

The Board unanimously approved the financial claims as submitted in the amount of $569,707.33.

The Board unanimously received a memo from Larry Dix, NACO Executive Director, regarding election procedures for vote for NACO officers and passed a motion granting Supervisor Stand the approval to cast the ballot for Dodge County for NACO officers at the NACO conference in December and designated Chairman Missel as his alternate.

The Board unanimously passed a motion approving a list of holidays for Dodge County courthouse employees for 2017 as proposed.

The Board unanimously approved a list of tentative days for Dodge County Board of Supervisors’ meetings for 2017 and passed a motion authorizing the Finance Committee to approve the payroll claims on Wednesday, January 4, 2017 since their reorganizational meeting would not be until the statutory date of January 5, 2017 when three County Board members would be sworn into office for a four-year term.

The Board unanimously approved a list of official county newspapers for publication of county proceedings and state bid projects in the county for 2017 consisting of the North Bend Eagle, Dodge Criterion, Rustler Sentinel and Fremont Tribune.

The Board unanimously passed a motion to table until the next meeting on a Service Agreement with Signal 88 Security to transport Dodge County Prisoners. Some Board members felt they would like to discuss issues with County Sheriff Hespen prior to any action on the agreement.

The Board unanimously passed a motion rescinding action taken on a Memorandum of Understanding with United HealthCare of the Midlands, Inc. approved on August 16, 1995. The memo outlined employees working a minimum of 20 hours a week were eligible for health insurance coverage under UHCM group insurance plan.

The Board unanimously passed a motion making a change as amended to their Employee Rules & Regulations regarding hours worked by an employee to receive benefits from 40 hours in a bi-weekly pay period to 60 hours in a bi-weekly pay period, effective November 23, 2016. This includes the benefits of sick leave, vacation, holidays and health insurance, but excludes benefits for life and dental insurance and does not reflect a change in benefits for those employees currently working less than 60 hours in a bi-weekly pay period. Payroll Clerk Marilyn Novak indicated she thought there were not many employeesworking less than 30 hours a week.

The Board unanimously approved the request presented by County Attorney Glass to apply for the 2017-2018 Community Based Aid Grant for Truancy and Crossover Diversion, Prevention and Aftercare Services, and Alternatives to Detention and authorized the proper signatures on the grant application.

The Board unanimously passed a motion adopting and authorizing the Chairman to sign a Resolution approving an Interlocal Cooperation Agreement Enhanced (E-911) Emergency Telephone Service with political subdivisions to provide 911 emergency telephone communications system for a period of ten (10) years.

Committee Report – John Huebert of Benefit Professionals, Inc. was present to explain their negotiations with United HealthCare on employee health insurance for Dodge County. He indicated they have negotiated health insurance premiums with United HealthCare from an increase of 17% down to 9% for both the PPO plan and the HSA plan. The Insurance Committee, consisting of Chairman Missel and Supervisors Beam and George, recommended to stay with the same plan coverage. They are also looking at increasing the county’s contribution to the Employee + 1 plan and the Employee + family plan by 5% from 65% to 70%. The County Board will consider the coverage and their contributions at their next meeting.

Committee Report – Supervisor Osborn indicated the Security Committee has changed applications for new and renewal of security badges to cover a period of three years instead of one year. The Security Procedures will be on the County Board’s agenda for their December 7th meeting reflecting this change.

The Board unanimously approved the request of Highway Superintendent Doll to advertise for bids for a one-ton S.R.W. truck and to have the bids opened at 11:00 A.M. on December 19, 2016.

The Board unanimously approved the request of Highway Superintendent Doll to advertise for bids for Calendar Year 2017 Culvert Quotations and to have the bids opened at 11:15 A.M. on December 19, 2016.

The Board unanimously adopted and authorized the Chairman to sign a Resolution authorizing him to sign a LPA Program Agreement for a High Risk Rural Road Advance Railroad Warning Signs Project.

At 10:15 A.M., Chairman Missel adjourned the Board as a Board of Supervisors until Wednesday, December 7, 2016 at 9:00 A.M.

Immediately thereafter, the Board convened as a Board of Equalization. Chairman Missel dispensed with roll all members being present except for Supervisor Synovec.

The Board unanimously approved tax roll correction #4749.

The Board unanimously approved and authorized the County Clerk to mail 2016 Notices of Valuation Changesto Girl Scouts Spirit of Nebraska on parcel #044111033, to Ben Kirsch & Linda Johnson on parcel #270065044and to US West Communications Inc. on parcel #270003129.

At 10:18 A.M., Chairman Missel adjourned the Board as a Board of Equalization until 10:00 A.M. on Wednesday, December 7, 2016.
