Minutes of the Regular School Board Meeting

The Board of Education met in regular session on Wednesday, August 14, 2013 in the Jr. High Computer Lab. The meeting was called to order at 7:00 p.m. by President Baum. Present were Baum, Brunnworth, Schulte, Swenson and Thimsen. Absent at roll call were Heeren and Kernich. Heeren arrived at 7:03. Others present were Superintendent Murphy, Principal Schuricht, Principal Smith, Secretary Bruch, Jeff Rabida, John Hanafin, Kelcie Matesa, Marcia Schulte, LeeAnn Skertich, Julie Heyen and Ron Ryan.

Motion by Brunnworth, seconded by Thimsen to adopt the Agenda and the Addendum to the Agenda and approve the Minutes from the Regular School Board Meeting of June 17, 2013. Roll call: 5 ayes, 2 absent. Motion carried.

Under recognition, comments, and correspondence from employees and public:

A Freedom of Information request was made on July 18, 2013 by the Mt. Olive Education Association for the full Board of Education packet from the July 17, 2013 meeting. The district responded with the information on July 21, 2013.

A Freedom of Information request was made from Family Taxpayers.org on July 29, 2013 for health insurance rates the district is paying. The district responded on July 30, 2013.

Motion by Baum, seconded by Thimsen to pay the bills as presented. Roll call: 5 ayes, 2 absent. Motion carried.

Financial Report for July 2013

Mr. Murphy reported that no revenue was received in July for the Education Fund. Local Tax money had not yet started coming in so the balance is low. The balance went from $341,746.31 in June to $182,841.01 in July. The Bond and Interest Fund is showing a negative balance at the end of July of $-$1,471.87. Corporate Personal Property Taxes will start coming in to increase this balance. The Transportation Fund is in good shape. We received the last categorical payment on July. We will be transferring $55,000 from the Transportation Fund to the Education Fund soon. Working Cash balance is $119,456.75. Tort balance is $14,319.40. Insurance premiums have been paid from the Tort balance, but will go up significantly when tax money starts coming in. Health Life Safety balance is $172,980.66 and will go down after the HVAC units are paid for. Total Operating Fund balance is $1,065,560.

Budget Report for July 2013:

The Operating Funds have received 4% of projected revenue for the year and expenses are at 6%. Not a lot of revenue was received in July.

Motion by Schulte, seconded by Baum to approve the Financial Report and Budget report for July 2013. All ayes. Motion carried.

Motion by Brunnworth, seconded by Thimsen to enter into Closed Session at 7:08 p.m. for the following purposes as allowed under the Illinois Open Meetings Act (5 ILCS 120/1 et seq.): A) Discussion of the appointment, employment and dismissal of employees of the public body and collective negotiating matters between the public body and its employees or their representatives. B) Pending Litigation. Roll call: 6 ayes, 1 absent. Motion carried.

Heeren left during Executive Session at 8:23 p.m.

Motion by Thimsen, seconded by Brunnworth to return to open meeting at 8:25 p.m. All ayes. Motion carried.

Under Unfinished Business:

There was no unfinished business.

New Business:

Motion by Thimsen, seconded by Schulte to name Illinois School District Liquid Asset Fund Plus through PMA Financial Network, Inc. as our official depository. Roll call: 5 ayes, 2 absent. Motion carried.

Motion by Brunnworth, seconded by Thimsen to give the authority to Elementary Principal Doug Smith, High School Principal Shane Schuricht, and Superintendent Patrick Murphy to suspend students as outlined in the Elementary and High School Student Handbooks and MOCUSD #5 Board Policy Manual. All ayes. Motion carried.

Mr. Murphy discussed the tentative budget. He explained that the budget does not include any steps or raises in the salary lines, the $55,000 transfer from Transportation to the Education Fund is reflected, all expected State payments are included for the fiscal year and in O&M Fund there is $585,00 built in for insurance claims and $70,000 worth of janitor salaries as per the budget reduction plan. The O&M Fund shows a $91,249 deficit at year end due to the Maintenance Grant money that was budgeted last year but not spent.

Motion by Thimsen, seconded by Schulte to approve the tentative budget for fiscal year 2014, place it on display for a minimum of 30 days, and hold a budget hearing at 7;00 p.m. on September 18, 2013. Roll call: 5 ayes. Motion carried.

Motion by Baum, seconded by Swenson to approve the hazardous bus route for the 2013-2014 school year. All ayes. Motion carried.

Motion by Brunnworth, seconded by Swenson to accept VSP Vision Care as the vision insurance carrier for the Mt. Olive School District for the 2013-2014 school year. All ayes. Motion carried.

Motion by Swenson, seconded by Schulte to accept Delta Dental of Illinois as the dental insurance carrier for the Mt. Olive School District from Sept. 1, 2013 through June 30, 2015.

All ayes. Motion carried.

Motion by Baum, seconded by Thimsen to hire Terry Marietta as Jr. High Athletic Director for 2013-2014 school year with salary aligned with the Mt. Olive Education Association Contract at 50%. All ayes. Motion carried.

Motion by Brunnworth, seconded by Thimsen to hire Shane Schuricht as High School Athletic Director for the 2013-2014 school year with salary aligned with the Mt. Olive Education Association contract. All ayes. Motion carried.

Motion by Baum, seconded by Thimsen to accept the resignation of Jessi McCollum as High School Spring Play Director effective immediately. All ayes. Motion carried.

Motion by Baum, seconded by Brunnworth to hire Amsco Mechanical, Inc. for the High School Classroom HVAC Upgrades. Roll call: 4 ayes, 2 absent, 1 abstain (Thimsen).

Board Policy 5.185, Family Medical leave was presented to the board for review.

After discussion regarding an activity bus, the board directed Mr. Murphy to get bids from other companies to see if we have a competitive bid.

Motion by Baum, seconded by Brunnworth to Hire Kelcie Matesa as a Teacher Aide for 2013-2014 school year. Salary and benefits will follow the Mt. Olive Support Personnel Association Contract. All ayes. Motion carried.

Motion by Baum, seconded by Swenson to allow student 9-14-2013 to go to the Safe School in Carlinville for the 2013-2014 school year. All ayes. Motion carried.

Motion by Swenson, seconded by Thimsen to accept the resignation of Maleah Phipps as high school physical education, health teacher, and student council sponsor effective immediately.

All ayes. Motion carried.

Motion by Thimsen, seconded by Swenson to accept the resignation of Corie Knowles as lunch room monitor effective immediately. All ayes. Motion carried.

Motion by Schulte, seconded by Baum to hire Kelcie Matesa as unpaid assistant high school volleyball coach for the 2013-2014 school year. All ayes. Motion carried.

Principals’ Reports:

Mr. Smith reported that 324 students in grades K-8 have registered. We are down three students from last year, but that number will probably change the first day of school. Mr. Smith handed out the survey results for BYOD that was collected at registration. Mr. Smith thanked Mrs. Swenson for tallying the results. There was an excellent turnout for registration this year. The elementary school made AYP in reading and math. The school is using a new system that is directly linked to Power School. A test message has been sent out on the new parent notification system. Parents can create an account on Power School to keep their contact information up to date. August 19th and 20th are the first two days of school with an early out of 2:00. The PTA will be doing a 5K Color Run fund raiser on October 5th with adults costing $20 and $10 for kids. This cost will include a shirt. In sports, the boys have been practicing baseball and the girls won their first softball game 12-2.

Mr. Schuricht reported that 172 students have registered, which is up 10 students from last year. Monday and Tuesday will be a 2:00 dismissal. In football, there will be an alumni game on Aug. 24th at 6:00 p.m. Volleyball started today. We will be without a press box for the first football games. Mr. Schuricht said he has contacted visiting teams to let them know of the situation. August 31st is the first football game and looks to be an optimistic year. In volleyball, there are 25 players with August 29th being the first game at North Green. Mt. Olive will also be hosting the volleyball regional this year. Five golfers have sign up and three students are participating in soccer. Pictures are August 21st. The High School hit meets or exceeds in all categories on the AYP scores. This is one of the few high schools in the State of Illinois to meet AYP in all categories. PSAE scores were the highest that they have ever been in all categories. ACT scores came in at a 21.8 composite which is the highest in over a decade.

Jeff Rabida mentioned that Fred Wesson donated the deer stand to use as a press box while ours is unusable.

Mr. Smith thanked Coach Kernich for donating the trophy case for the Jr. High Girls Basketball.

Superintendent’s Report:

Electrical Rates - The district will be switching to Constellation Energy at a rate of 4.5 in February.

Storm Damage Update – The press box is currently condemned. Fred Wesson has donated a stand to use for announcing. Three smart boards have been ordered that were damaged in the storm. The HVAC mother board has been replaced. The district is still working with the insurance company regarding the high school gym and barrel roof.

Board Member Training – There is a second board member training that is required. Current members need to take this training by December 31, 2013.

Mr. Murphy thanked Mike Favre and Timber Lakes for hosting a golf tournament to benefit Mt. Olive and Staunton Schools. The district received $340 for the sports program.

There will be a special board meeting on August 28th.
