• GANG OF AUTO LIFTERS AND RECIEVERS OF STOLEN PROPERTY BUSTED
With the arrest of Khushi Chaudhary @ Rajesh @ Kana s/o Sh.
Bindeshwar r/o Khasra No. 643/644, B- Block, Jeewan Park, Gali-14,
Siras Pur, Delhi, aged about 28 years & Murari Jha s/o Jagdish Jha r/o
D-191, Badli Industrial Area, J.J. Camp, Suraj Park, Delhi, a gang of
auto lifters and receivers of stolen properties involved in several
cases of theft of ECM & CNG kits has been busted. The gang consists of
three members namely (1) Gopi Kumar (2) Khushi Chaudhary @ Rajesh @
Kana (mentioned above) (3) Murari Jha (mentioned above) & (4) a
Juvenile (whose particulars cannot be provided due to legal reasons).
The criminals namely Gopi & a juvenile used to steal the cars and
murari Jha, Who was a mechanic by profession, used to remove the CNG
Kits fitted in the cars and after removing CNG Kits , ECM, Stereos
etc.left the abandon stolen vehicle in different areas & Khushi
Chaudhary @ Rajesh @ Kana using his contacts used to sell the above
mentioned items.
TEAM
There was a spurt in theft of cars, CNG kits, ECM, stereos, in the
area of police station Shalimar Bagh and adjoining police stations, a
team under the supervision of ACP/Shalimar Bagh comprising of (1)
Inspr. Joginder Singh Joon , SHO PS Shalimar Bagh (2) SI Sudhir Gulia
(3) HC Abbas Raza 320/NW (4) HC Sheshdhar 403/NW (5) Ct. Ramesh
2790/NW was formed to trace the criminals involved in these cases.
Investigation
On 25.2.09 a juvenile was apprehended with a stolen Esteem car.
During his questioning, he told that he along with one Gopi Kumar s/o
Sh. Dashrath Sharma r/o Jhuggi JJ camp, Badli Delhi used to steal the
cars and after removing CNG Kits etc, abandoned the stolen vehicles in
different areas. On this information Gopi Kumar above mentioned was
apprehended on 27.2.09 with two stereos and one Esteem car stolen from
the area of P.S. Maurya Enclave, was recoverd from the instance pf
Gopi Kumar from Haider Pur. They used to handover the stolen articles
like CNG Kits etc. to one Rajesh @ Kana r/o Jeewan Park Siras Pur
Delhi. Upon this a hunt to arrest Rajesh @ Kana was carried out On
15.3.09, a specific information was received that 2 persons would come
in Wagon R Car No. DL-7CA-7847 with stolen CNG Kits to sell these
articles in Seelampur area. Subsequently, 2 persons namely Khushi
Chaudhary @ Rajesh @ Kana & Murari Jha were apprehended with 2 stolen
CNG Kits & 2 ECMs. Subsequently, 2 more CNG Kits were also recovered
on their instance.

O R D E R
Whereas the area known as Tis Hazari Court Complex, Delhi together
with its adjoining areas are busy places frequently visited by a large
number of accused persons, petitioners etc. and due to functioning of
the various Courts, movements of litigants and Advocates.
2. And whereas reports have been received indicating that such
conditions now exist that unrestricted holding of public meetings,
processions/demonstrations etc. in the above area is likely to cause
obstruction and inconvenience in the smooth functioning of the Hon’ble
Courts and disturbance to the litigants and Advocates.
3. And whereas it is necessary to take speedy measures for the safety
and smooth functioning of Courts.
4. Now, therefore, in exercise of the powers conferred upon me under
Section 144 Criminal Procedure Code,1973 read with Govt. of India,
Ministry of Home Affairs, New Delhi’s Notification No. F-11036/1/2008
–UTL, dated 31/10/2008, I, Dr. Sagar Preet, Deputy Commissioner of
Police, North District, Delhi do hereby make this written order
prohibiting :-
i) the holding of any public meeting.
ii) assembly of five or more persons.
iii) carrying of fire-arms, banners, placards, lathis, spears,
swords, sticks, brickbats etc.
iv) shouting of slogans.
v) making of speeches etc.
vi) processions and demonstrations, and
vii) picketing or dharnas in any public place within the area
specified in the schedule and site plan appended to this order
without a written permission.
5. This order shall come into force with effect from 20/03/2009 and
shall remain in force for a period of 60 days i.e. upto 18/05/2009
(both days inclusive) unless withdrawn earlier.
6 Any person contravening this order shall be punishable under
Section 188 of Indian Panel code.
7. As the notice cannot be served individually on all concerned, the
order is hereby passed ex-parte. It shall be published for the
information of public through Press and by Affixing copies on the
notice boards of the offices of all Districts DCsP, Addl. DCsP, ACsP,
Tehsil Offices , all Police Stations concerned and the offices of the
NDMC and MCD.
8. Religious functions/rallies/public meeting etc. can be held with
prior permission, in writing, from the under signed and this order
shall not apply to processions which have the requisite permission of
the Police.

ROBBERS ARRESTED – HOUSE ROBBERY IN THE HOUSE OF SERNIOR CITIZEN
SOLVED WITHIN 24 HOURS
With the arrest of four accused namely (1) Afzal Hussain, aged 23
years (2) Mohd. Rizwan, aged 23 years (3) Mohd. Tariqulla, aged 23
years and (4) Naushad Khan aged 22 years, the Kalkaji police of
South-East District has solved a house robbery within 24 hours and
effected a recovery of 5 gold bangles, 2 gold chains, 1 gold ring, two
gold ear rings and cash Rs. 30,000/-.
On 16.3.09 one Smt. Mridulla Mukherjee aged about 76 years informed
the police that when she was in her house alongwith her
daughter-in-law, two persons came to her house on the pretext of
purchasing old garments. They gained entry into the house and
over-powered the ladies after bolting the door from inside. These
persons were armed with a country made pistol and a knife. They
threatened her daughter-in-law to hand over the keys of the almirah.
When they resisted, the ladies were assaulted by them and dragged to
the bedroom and their mouth were tied. They then robbed 9 gold
bangles, 5 gold chains, 1 gold ring and cash Rs. 14, 000/- and fled
away. A case FIR No. 79/09 u/s 452/394/34 IPC & 25/27 Arms Act has
been registered in this regard. A special team was formed headed by
Inspr. Joginder Kumar, SHO/Kalkaji, comprising of SI A.K. Singh, SI
Naresh Kumar, HC Mangal Ram, Ct. Vijay Kumar, Ct. Varun Kumar, Ct.
Bajrang Lal under the supervision of Sh. Rakesh Paweriya, ACP/Kalkaji.
During investigation the old lady informed that one of the robbers
seemed familiar however she could not correctly recall. On further
investigation, list of all the service providers and all those who
have worked in that house was obtained and enquiries were made. It was
learnt that the senior citizen had got her door repaired a few months
ago. Enquiries were made from various contractors in the area and the
team zeroed in on the contractor who had supplied the labour. On
further investigation, one Naushad was identified who had carried out
some repair works and a team was formed to apprehend him. Raids were
conducted in Delhi and NCR region and Naushad and his 3 accomplices
were arrested. The robbed articles, country made pistol and the dagger
which they had used for committing the robbery were also recovered.
During interrogation it was revealed Naushad used to work with a
contractor on daily wages for doing some small repairs works in
various areas. During this process, he would identify the vulnerable
house where the men would leave during the day and only women
preferably old and feeble would be present. He would then pass on the
information to three of his accomplices who would then plan the entire
operation. After meticulous planning all four of them would get access
into the house and commit the robbery.
Mohd. Rizwan had studied upto 12th standard and is a Judo expert. For
some time he has also worked as a Judo instructor. He has been
involved in three cases of robbery, dacoity and arms act in PSs Dabri,
H.N. Din and C.P.
Afzal Hussain is a Tailor and has worked at several factories where
he used to stitch shirts for various companies like Snowhite, V.K.
Thapar etc. He is involved in two cases of auto-lifting and assaulted
the police personnel in PS NFC.
Md. Tariqullah is a relative of Rizwan and had procured the country
made pistol for committing this robbery.
Naushad carry out small repair works and works as a carpenter. He on
the pretext of carrying out repairs, conducts the recce of the house
and provides information to his accomplices and also helps them to
gain entry into the house. All four of them committed crime to gain
easy money. They also worked with their employers to maintain a façade
of respectability
Further investigation is in progress.
