MINUTES of aMEETING of the Silkstone Playing Fields Working Party (SPFWP) held on Monday 30th June 2008 at 8.00pm at Silkstone Pavilion.

08-19APOLOGIES

RESOLVED to accept apologies from Andy Horsfield (SUFC), Stephen Chambers (SUCC Juniors) and Shane Jackson (SUJFC u 12’s).

08-20DELARATIONS OF INTEREST

None

08-21MINUTES

RESOLVED to approve the minutes of the meeting held on 19 May 08 as a true and accurate record, the Chairman signed the minutes.

08-22CORRESPONDENCE

All correspondence is covered under later agenda items.

08-23ACCOUNTS

RESOLVED to note that the under 11’s football representative will forward a cheque to A Horsfield for the football nets within the next few days.

RESOLVED to note that Barnsley MBC Rates department have agreed to give the Parish Council 12 months notice of the increase in the rates bill for the pavilion. The new rates bill will be £2,217.60 from the 09/10 financial year (currently £274.80).

RESOLVED to note that the Clerk should receive the finance files from A Horsfield within the next few weeks.

08-24PAVILION MAINTENANCE/ALARM PROCEDURES

RESOLVED to note the handy man’s hours for May 08 are 4hours snagging and 15 hours maintenance.

RESOLVED to note that Cllr Stier had received two call outs and the handy man 4 call outs to the pavilion in the last month. A meeting had been held with Minder (the new alarm company) and it is understood that the problems with the alarm have now been resolved.

RESOLVED to note that the payphone is now working following the repair of a line fault by BT.

08-25PAVILION BOOKINGS/HIRE

RESOLVED to note that the NCT group have changed their meeting day from a Wednesday to a Monday morning.

RESOLVED to note that the Rockin the Rec event had been a success despite the wet weather. The Clerk is asked to liaise with A Horsfield regarding the meter readings for the electric usage and a donation to the Parish Council for the use of the Pavilion and Recreation Ground.

FURTHER RESOLVED that A Horsfield be asked to provide feedback to the organisers of the 2 villages festival.

08-26SILKSTONE RECREATION GROUND

RESOLVED tonote that no matches should now be played on the football pitch until next season.

RESOLVED to note that Barnsley MBC will be providing sports coaching at the recreation ground on a Tuesday and Thursday throughout the school summer holidays. The working party request that this coaching does not take place on the football pitch or on the cricket outfield unless specifically cricket related.

RESOLVED to note the quotation for a CCTV camera at the back of the Co-op and that the Clerk will be presenting this quote to Parish Council on 7 July 08 for their consideration.

08-27HEALTH AND SAFETY

RESOLVED that G Jones will assist the Parish Council by repairing the carpet on the first floor landing of the pavilion.

RESOLVED that A Horsfield be asked to provide quotes for the crash barrier to G Wells asap so that he can apply for grant funding. A Horsfield is also to provide a report to the Parish Clerk to present to Parish Council.

RESOLVED that the garage clear out will take place on Saturday 12 July 08 at 9am.

The Chariman read out the comments in the comments book and these were noted as

follows:

Someone has been using the Tea, Coffee and biscuits supplied by the NCT. If you use

these supplies please replace them.

Mrs C Shepherd (NCT) left the meeting.

Immersion heater has been taped to prevent users adjusting the heating controls.

D Walker is liasing with the driver’s company who caused damage to the clubs’ sign at the entrance to the recreation ground. It is hoped that the sign will be replaced soon.

The ‘home’ changing room for cricket is constantly left in a mess in the area next to the showers. This must be tidied up as the equipment left on the floor causes a trip hazard.

RESOLVED that D Walker will order a new mirror for the changing rooms.

User groups are asked to clear away rubbish when leaving the facility. Food waste left

in the building can attract flies. Rubbish bins full of rubbish should not be left outside the building.

The fire door in the gents toilet is not closing – D Walker to have a look at it and

resolve.

Cricket score board area left in a mess after Rockin the Rec. Clerk asked to contact A Horsfield to ask him to organise the area being cleared.

08-28ANY OTHER PLAYING FIELDS BUSINESS

Silkstone Common Recreation Ground (SCRG) –The Clerk updated members on the meeting held with M Fensome of BMBC, councillors and a resident of Silkstone Common.

All user group representatives present agreed that the ‘pitch’ at Silkstone Common is not suitable for football matches and that changing rooms really are a requirement for any team. The football teams are happy to stay at Silkstone Recreation ground for matches and just use the SCRG for training junior teams as is current practice.

The football team user groups representatives will not be involved in a committee for SCRG and would encourage the Parish Council to pursue the use of the site for sports other than football.

Cllr Liddell advised that the Parish Council will be asked to issue a questionnaire to residents of Silkstone Common to ask what facilities they would like to see on the site.
