CONFIRMATION OF MINUTES
On the proposal of Cllr. J. Reilly seconded by Cllr. J. Duffy the Minutes of the May Monthly Meeting of Navan Town Council held on Tuesday 6th May 2008 at 7.30 pm in the Town Council Chamber, Townhall, Watergate St, Navan, Co Meath were adopted by the members.
CORRESPONDENCE
MEATH ASSOCIATION -- LONDON
The Town Clerk advised the Members that the Meath Association in London had been enquiring as to whether the Council wished to take a table at the Association Dinner Dance in the Darnley Lodge Hotel. On the proposal of Cllr C. Reilly and seconded by Cllr J. Reilly, it was agreed by the Members to take a table at the Associations Dinner Dance.
REPORTS
The Members received and noted the current List of compensation claims from various landowners/occupiers in relation to the CPO of lands to provide for Kennedy Place, which they had previously requested. This information was outlined to the Members by the Town Manager.
TO APPROVE REVISION OF REMUNERATION – CIRUCLAR LETTER EL/02/08 LOCAL AUTHORITY STAFF – APPLICATION OF INCREASES UNDER SECTION 27.17 OF TOWARDS 2016
On the Proposal of Cllr J Holoway, seconded by Cllr J Reilly it was agreed by the Members to approve Circular Letter EL02/08 Local Authority Staff, Application of increases under Section 27.17 of Towards 2016.
TO RECEIVE REPORT AND RECOMMENDATION ON AMENITY/ARTS/BAND PERFORMANCE AND OTHER GROUPS GRANTS 2008
The members received and noted a report and recommendation on the Amenity/ Arts/ Band performance and other Groups grants 2008, which was presented to them by the Town Clerk.
The members adopted the report as presented on the proposal of Cllr. J Reilly, seconded by Cllr. C Reilly.
On the proposal of Cllr J Holloway, seconded by Cllr P Toibin, it was agreed by the Members to approve an allocation of €500 to Meath Youth Federation in respect of an Project which they were undertaking.
TO CONSIDER ANNUAL FINANCIAL STATEMENT 2007
The Members received and noted the Draft Annual Financial Statement for 2007 which was presented to them by the Town Clerk.
On the proposal of Cllr J. Reilly and seconded by Cllr J. Duffy it was agreed to approve the Draft Annual Financial Statement for 2007 as presented.
TO CONSIDER REPORT ON OVER EXPENDITURE 2007
The Members received and noted a report on over expenditure for 2007 which was presented to them by the Town Clerk.
On the proposal of Cllr J. Holloway and seconded by Cllr P. Brennan it was agreed by the Members to approve the over the expenditure report for 2007 as presented by the Town Clerk.
NOTICES OF QUESTION
Notice of Question – Cllr. Jim Holloway
“What is the up to date situation in relation to plans to introduce bye laws in Navan Town and the Navan Electoral Area prohibiting the consumption of alcohol in public places.”
The Members received and noted the following response from the Town Manager in respect of the above question:
o A delay occurred with regard to ensuring the correct translation of the draft Bye-laws into Irish. This has now been completed and it is our intention to place the Draft Bye-Laws on public display in the coming week.
Notice of Question – Cllr. John Duffy
“Can the Manager inform members of progress to date by Meath County Council in identifying suitable sites adjacent to Navan for to establish Park & Ride facilities and their efforts in sourcing available funding for the construction of same?”
The Members received and noted the following response from the Town Manager in respect of the above question:
The Town Manager stated that significant funding was available towards the capital cost associated with the provision of Park & Ride Facilities. He further advised that a number of sites were currently being looked at within County Meath.
NOTICES OF MOTION
Notice of Motion – Cllr. Joe Reilly
“That Navan Town Council put together a Working Group to deal with anti-social and racists behaviour by Council tenants. The group should be chaired by a senior housing officer with representatives from other statutory agencies such as Gardai, HSE, etc. Progress report to be provided on a bi-monthly basis to Navan Town Council.”
This Notice of Motion was proposed by Cllr. J. Reilly and seconded by Cllr. P. Toibin.
The Members requested that a progress report on the number and status of anti-social behaviour instances raised in respect of Council Tenants. The Town Clerk confirmed that this information would be provided.
Notice of Motion – Cllr. Jim Holloway
“Considering the removal of on-street car parking in Navan and the stated policy to pedestrianise the main shopping streets in the town, Navan Town Council will, in recognition of the importance of providing adequate off street car parking to support a vibrant town centre, take measures to make available such car parking facilities off street and which will be convenient to shops along the main streets.”
This Notice of Motion was proposed by Cllr. J. Holloway and seconded by Cllr. J. Duffy.
The Town Manager advised the Members that this was being examined at present and he confirmed that he would revert further to the Members in the coming months.
Notice of Motion – Cllr. John Duffy
“That Meath County Council establish ownership, extinguish any existing public right of way and take whatever action as may be required under derelict site legislation to effect the closure of the lane from Academy Street to Limekiln Wood which runs at the rear of Woodlands and Woodview estates. This lane continues to be a source of both anti-social behaviour and dumping.”
This Notice of Motion was proposed by Cllr. J. Duffy and seconded by Cllr. P. Toibin.
Notice of Motion – Cllr. Peadar Toibin
“Given that the recent Friends of the Earth study into the Nuclear Industry discovered that the stockpile of radioactive waste at Sellafield is more dangerous than the Chernobyl reactor Navan Town Council strongly opposes the use of Nuclear power for energy or military purposes in Ireland and the rest of Europe.”
This Notice of Motion was proposed by Cllr. P. Toibin and seconded by Cllr. C Reilly.
Notice of Motion – Cllr. Peadar Toibin
“This council calls on the new Minister for Education and Science Batt O'Keeffe to withdraw Circular 0044/2007 and to allow the practice of Tumoideachas to continue in Gaelscoileanna throughout the state as is currently considered best practice. This Council also asks the Government to undertake detailed research on this topic”.
This Notice of Motion was proposed by Cllr. P. Toibin and seconded by Cllr. C. Reilly.
Following the discussion, it was resolved by the Members that the Town Clerk would forward the Notice of Motion as agreed to the Minister for Education & Science.
MANAGERS ORDERS
The members received and noted the Managers Orders made since last meeting.
ANY OTHER BUSINESS
· Parking meters in Fairgreen not working
· A number of Business people have advised that the Christmas period commences in November and no road works should be carried out at this time.
· Update on Derelict site on Flower Hill
· Traffic queuing at the hospital junction often extends the length of Boreen Keel, Traffic Lights need to be examined and adjusted accordingly
· Update on progress regarding the erection of fencing along the boundary of the Town Park and Silverlawns Estate
