MINUTES OF THE FULL COUNCIL MEETING HELD ON THURSDAY 3rd MAY 2018AT THE COMMUNITY CENTRE, GRANGE PARK.

18/58Public Questions
Richard Knott, Grange Park Scout Group Leader joined the meeting to discuss a memorial tribute for Cllr Anthony Walker. The following suggestions were discussed:
- Rename the Pavilion Hall
- Planting a tree
- Bench naming – Allotments or around Foxfield Country Park
- Totem Pole – Entrance to Foxfield Country Park. It was agreed that Cllr S Allen would speak to a colleague who is a tree carver and report back at the next Parish Council Meeting. Action: Cllr S Allen
18/59County/District Councillors Report
59.1County Councillor M Clarke reported on the following:
- Northamptonshire County Council has balanced the books for 2017/2018 and end the financial year without using all of its reserves
- County Council commits to working with partners on unitary governance proposal
- Improvement board to be established to oversee the work to improve financial management & governance of the authority
- New cabinet announced at Northampton County Council

18/67Community Centre, Foxfield & Bowling Green
67.1Due to the Easter Break and the Café/Bar being closed. No report to be circulated
67.2Cllr M Smith reported that the Youth Club is still successful, we numbers around 8- youths per week. New
equipment is being upgraded and purchased.
67.3It was noted that a Summer Fest working group meeting will be scheduled for 8th May 2018. The Summer Fest
will be on Sunday 26th August (Bank Holiday weekend). All Councillors are welcome to attend.
18/68Administration & Staffing
68.1An HR Committee has now been formed so all administration or staffing issues will be tabled at this meeting.
18/69Environment
69.1A report outlining all the outstanding actions had been circulated to all Councillors prior to the meeting. The following issues were discussed:
- Drainage Issues at Foxfields – these works will commence once the dry weather arrives
- Missing bollard at Lark Lane needs to be installed. Parish Clerk to contact Highways.

- Speak to JLES regarding the trees that have been cut down at the bottom of Lark Lane within the structure belt Action: Parish Clerk
- R&G to stain seating benches at the Oval. Action: R&G
69.2The Parish Council agreed to defer the asking of local children from Woodland View to paint the concrete
rings located at Wootton Brook Country Park. The Parish Clerk was asked to put it on the agenda for next
month. Action: Parish Clerk
69.3It was noted that the internal car parking works have now been completed at the Allotments, Lark Lane.
69.4It was noted that the Parish Council have now received all the logon/password details for HM land registry. It was agreed that the Parish Clerk and Cllr A Millerchip will investigate the system and report back.
