363/01 APOLOGIES were received from Cllrs Mrs Margot Jones, Lady Hooson, Mrs Angela Morgan, Gareth Morgan, Mrs Lynne Evans, John Whittal Williams and Phil Davies

363/02 DECLARATIONS OF INTEREST Forms were distributed and filed with the minutes. Cllr G. Rowlands declared an interest in item 5 as one of the contestants in the election for member of Standards board sub committee

363/03 MINUTES The following minutes were read and confirmed:-

Environment/Planning Meeting held on 09.07.12 Item 2 - Cllr Edwardes informed Council that she had spoken to Police who have spoken to boy racers which seems to have resolved the situation. It was agreed to invite the Police along to the September meeting. Item 5 – As the date originally suggested is inconvenient to Mr Townsend the visit has been rearranged for Thursday 2nd August at 1.00pm . True record

Town Hall/Finance Meeting held on 09.07.12 A vote was taken on Item 5, PWLB. It was unanimously agreed upon to pay off the outstanding amount. True Record

363/04 CORRESPONDENCE

i) Notification of Wales Rally GB - Received

ii) Thank you note from Noahs Ark appeal - Received

iii) Annual Report 2011/12 from Ombudsman – Received, Cllr Smith requested the report to read through

iv) Notification of future events organised by Both Coed Forest School – Clerk informed Council that she has received notification from Zurich Insurance that they are not prepared to cover user groups in the woods. Zurich has informed the Forest School of this and has sent details of an insurance company they work alongside who provide Zurich products at reasonable prices for charity and community organisations.

363/05 TO DISCUSS APPOINTMENT OF TOWN/COMMUNITY COUNCILLOR TO THE POWYS COUNTY COUNCIL STANDARDS COMMUNITY SUB-COMMITTEE Cllr Rowlands declared an interest and left the room. It was agreed that this Council vote for Cllr Rowlands. It was Proposed by Cllr Smith, seconded by Cllr Rees and unanimously voted on.

363/06 TO RECEIVE A STATEMENT FROM PCC ON THE USE OF WEED KILLERS ON THE HIGHWAYS Received Cllr Rees asked to read “the use of herbicides” leaflet received from PCC.

363/07 HOME TO SCHOOL TRANSPORT POLICY Councillors informed Clerk that they had not received the policy via e mail and as the end of the consultation period was stated as being 28th July Clerk was asked to find out the latest position and e mail all Councillors.

363/08 PLANNING APPLICATIONS The following planning applications were looked at and comments made:-

P2012 0645 Section 73 application to vary condition 1 attached to permission M2007 0625 (change of use of C1 Hotel to C3 Dwelling) to extend the time period for a further 5 years at Mount Severn Activity Centre Felindre Llanidloes - No objections

P2012 0802 Replacement of first and second floor rear windows and a replacement roof to rear lean-to extension at 53 Longbridge Street Llanidloes Powys - No objection

363/09 TO RECEIVE UPDATE ON TRAINING Cllr Crisp told Councillors that she and Cllr Evans had found the training very intense but beneficial, and suggested that all Councillors should attend if the opportunity arises. She felt that the Code of Conduct training covered many aspects and it is down to the individual Councillor to declare an interest, with Public perception being the main criteria. Councillors agreed that “if in doubt – go out” is the best policy. Clerk explained that the OVW training due to be held in Llanidloes had been cancelled due to lack of attendance. Handouts were distributed to all Councillors
