Minutes of the meeting of St Donats Community Council held on Wednesday 13th January 2016 at 7.30 in the Arts Centre St Donats

There were no declarations of Interest received from the Councillors

1) MINUTES

1.1) The minutes of the meeting held on 11th November 2015 were agreed by the Chairman and seconded by Cllr Mrs Hopkins. There were no matters arising

1.2) The minutes of the Special meeting held on 19th December 2015 were agreed by the Chairman and seconded by Cllr Mrs Hopkins. There were no matters arising

2) Financial Matters

2.1) There was a discussion on tackling financial risk, it was agreed that the need for TWO Councillors to sign all cheques would continue.

2.2) It was noted that there is a suitable insurance policy in place supplied by AON which includes cover for Employers’ Liability as well as Public & Products Liability. This is required for audit purposes.

2.3) A discussion took place regarding the Precept. It was felt that there was no need to increase this as there is a healthy bank balance. It was unanimously decided to leave the Precept at the same amount.

3) Planning

3.1) 2015/01201/FUL Dimlands Road St Donats. This has been withdrawn.

3.2) 2015/01393/FUL Ty Broc Farm, St Donats. At the moment this is Officer delegated but the local Vale Councillors are trying to get this decided by the planning committee.

4) Oil Syndicate

This item is to be dropped due to the inability to find anyone to run it.

5) Website update

There has been significant progress made with Vision ICT, the website should be going live within the next few weeks. There will be a draft website available to the Councillors and clerk to review and amend, once this has been done the site will go live. The website will be bi-lingual with the facility to translate the minutes into Welsh if requested. The web address is to be stdonats.gov

6) Correspondence

Items 10.1 – 10.12 were noted, none of the Councillors were available to attend the Special meeting in the Vale regarding the Improvements to Five Mile Lane, Barry.

No one was interested in attending the One Voice Wales meeting.

7) Administration.

Acceptance of office forms were distributed for signing, this was needed for the Clerk as she was unable to find the originals and needed copies for the audit.

A copy of the Code of Conduct and Standing Orders were given to all Councillors to ensure they had received them.

8) A.O.B.

8.1) Cllr Mrs P David advised that there had been considerable complaints regarding the excess water on the road to Llandow at Glue Pot bridge. Clerk to contact the Vale as this is an ongoing problem when there is persistent rain.

8.2) Cllr G David advised that there was a problem with residents of Channel View, Marcross parking on the pavement. It was unsure whether it was a police matter or whether the Vale Council should stop this. Clerk to contact the Vale to clarify.

8.3) Cllr W Cole advised that he had arranged a residents meeting for January 14th with a Vale representative regarding sewage control and the charges that the Vale Council are expected to bring in, for the emptying of the cesspit which serves the 10 houses in Channel Close, Marcross. It is believed that the Vale intend charging £37 per week.

8.4) Cllr Mrs J Hopkins was concerned that the local bus seems to stop on the corner outside Atlantic College which is not a designated bus stop. There was concern that this could cause an accident on such a blind corner.

8.5) Cllr Mrs J Hopkins asked if there was any news on the police survey regarding the speed of traffic on the main road to Llantwit Major. Clerk to contact Colin Malone for an update.

8.6) Cllr Mrs J Hopkins again expressed her concerns regarding the road outside Tresillion Woods. She was worried that there would be a serious accident. Clerk to follow up on the letter received from the Vale as to the time scale for this road to be repaired.

8.7) There was a general discussion about a community event to be held later this year, everyone to think of ideas. Cllr Mrs J Hopkins was happy to help organise this.

The proposed date of the next meeting of the Community Council is Wednesday 24th February 2016 at the Arts Centre St Donats.
