JOB TITLE:Cumbria Youth Support Services (CYSS) Locality Officer

PURPOSE OF JOB

To support the Commissioning Manager - CYSS in the development of a high quality youth service within the framework of ‘Every Child Matters’ and the context of the work of the Cumbria Children’s Trust to improve outcomes for young people aged 13 years and over.

This post reflects the intentions of CYSS to commission provision in respect of integrated youth support services for young people aged 13 years and over.

PRINCIPAL ACCOUNTABILITIES

1.Contract Management and Quality Monitoring

1.1Manage and have responsibility for the provision of commissioned services to ensure positive outcomes for young people in accordance with CYSS strategic plans and contract specifications.

1.2Ensure high quality youth services provision is achieved by service providers using quality assurance mechanisms and procedures.

1.3To develop and monitor the delivery of services in localities to achieve the objectives and targets outlined in the Targeted Youth Support strategy.

1.4Support the recruitment, retention, training and continuous professional development of commissioned service providers and collate and analyse workforce needs in line with national youth workforce requirements.

1.5Ensure CYSS commissioned provision fully engages young people in:

  • The design and delivery of CYSS provision
  • The opportunity to influence local decisions
  • Meetings with Elected Members and other decision-makers

1.6Ensure CYSS commissioned provision links to and takes into consideration other relevant local, county, regional and national strategies.

2.1Foster effective and transparent partnership working ensuring there is sufficient youth services provision to meet the requirements of the Youth Offer for young people in Cumbria including:

3.Locality Planning and Reporting

3.1Report to Elected Members through the Local Committee structure ensuring that CountyCouncillors are kept informed and up to date on locality CYSS developments.

3.2Represent CYSS in multi-agency and multi-professional planning, performance and review at locality and county levels, and engage with partners in shaping integrated services for young people.

4.1Take responsibility for the strategic development and outcomes of countywide project/s and planning as part of CYSS developments.

REQUIREMENTS OF THE POST

  • Act as a positive role model promoting the professional image of Children’s Services and CYSS by establishing and maintaining effective networks and partnerships.
  • Be an active member of the CYSS Team keeping colleagues and partners informed of local and national developments related to the principle accountabilities of the post.
  • Attend and contribute to CYSS Team meetings.
  • Prepare briefing notes, discussion documents, and formal reports as required.
  • Undertake any other duties and responsibilities as may be determined by the CYSS Management Team.

POLICY AND LEGISLATION

Ensure Cumbria County Council’s policy on equality and diversity in the delivery ofservices to young people is fully understood, promoted actively and assessed for impact.

Ensure CYSS commissioned services have current Safeguarding, Health & Safety and Insurance policies in place and assessed for impact.

ORGANISATION

The post holder will be a member of the CYSS Team within Children’s ServicesPartnership & Prevention.
