An enhanced DBS check is required as this position will involve directly working with vulnerable young people or adults at risk.

BACKGROUND

Depaul UK delivers a wide range of support and housing services for young people and adults at risk of homelessness. We specialise in the provision of services that; prevent homelessness, increase the resilience of those we work with and energise opportunities for employment, education, training and volunteering in the communities we work within. Our organisation reaches from Newcastle to London, Greater Manchester to Sheffield and Kent.

The South TynesidePathway Manager is pivotal to the successful delivery of this service as you are the key contact with South Tyneside Commissioning team, Adult and Children’s Social Care, South Tyneside Housing team and Homefinder, statutory and voluntary services.

The role also requires you to contract manage one sub-contractor within the contract, and also manage the local authorities ‘Gateway’ service for 16-25 year olds, which is the process for referrals into all supported housing in the borough. The role will work strategically with the Commissioning Team and other partners to ensure the contract is being fulfilled andto continuously develop the service in South Tyneside, and will work alongside the Assistant Area Director to identify any future business opportunities.

Working hours can be flexible and will be dependent upon the needs of the service including evenings and weekends, although it is envisaged the usual hours will be Monday to Friday.

Depaul UK is currently running a National On-Call service which you may be required to participate in. On Call responsibilities are determined by Area Director.

SUMMARY OF JOB

Depaul UK has delivered excellent services in South Tyneside and currently delivers a £209,000 p/acontract to provide services to young people at risk of homelessness. In addition the same services provide £12,400 of rent p/a. Working under the direction, guidance and support of the Assistant Area Director (North East & Cumbria) you will lead a team providing a seamless and cohesive pre-tenancy,outreach support and supported accommodation package for young people who are at risk of homelessness in South Tyneside. You will ensure the efficient management of the overall contract of the South Tyneside Pathway and manage the sub-contracting partnerships within the contract. The effective running of the Gateway service is a contractual responsibility.

Other funded services may from time to time be delivered in the area, for which this role will have responsibility. Currently, one specialist worker is developing relationships with Private rented sector landlords, funded by Virgin Money Foundation.

Working under the direction, guidance and support of theAssistant Area director you have responsibility for the safety and wellbeing of all clients, volunteers and staff in the service.In accommodation based services you will ensure that all accommodation is properly maintained and designed to support the client to sustain their tenancy and participate in a positive and successful move on.

The role will have responsibility under Depaul’s commitment to successfully deliver the contracted outcomes.

KEY DELIVERABLES

  • You will hold specific responsibilities for ensuring the health and safety of the environment for clients, staff, visitors and volunteers through regular risk assessment, health and safety checks and reporting in accordance with the Health and Safety Policy.
  • You will be committed to working in and maintaining an environment that supports the safeguarding of young people as the Safeguarding Lead for the service.
  • You will liaise with Depaul’s internal departments including Finance, HR, Quality and Compliance, Fundraising, Communications and Business Development as necessary to ensure the smooth running of the service.
  • You will deploy and supervise the work of the volunteers who add value to the work that we do.
  • You will have specific responsibilities to ensure budgets are set as directed by the Executive Director of Finance and Resources, and is managed throughout the year by working with the finance team, and using its systems and processes.
  • You will ensure the highest standards of support to young people is provided and that housing management is effective, and you will work to KPI targets in these areas.
  • You will undertake further duties as commensurate to the role, in line with Depaul Policies and Procedures and as identified by your line manager.
  • You will manage excellent local relationships, including regular meetings with commissioners, stakeholders and delivery partners such as sub-contractors and service providers for adult homelessness services.

  • High standard of management experience, including experiencing of supervising the work of teams and individuals.
  • Experience of sound decision making process on a wide range of complex situations where there is a requirement to consider a range of options/courses of action and risk management, including safeguarding children and young people.
  • Experience of safe service delivery to young people at risk, both in centre based activity and in the community.
  • Experience of using Risk Assessments and Support Planning.
  • Good literacy, numeracy and IT skills.
  • Experience of operating safeguarding requirements and procedures.
