Job Purpose:

To ensure the Sport Wales vision, aims and objectives are clearly understood by all individuals in the team.

To assist the Head of Investments & Business Development with the operations of the finance function within Sport Wales. This would include the oversight of the preparation of monthly management accounts, preparation of the year end statutory accounts and to deputise for the Head of Investments & Business Development in their absence.

The post holder will line-manage all finance-based staff and oversee the day-to-day operations of the finance function.

Key Tasks

  1. Prepare and finalise year end accounts and schedules to meet WAO/NAO statutory requirements and deadlines.
  2. Line-manage all finance-related staff.
  3. Undertake the role of cashier on behalf of Sport Wales, with responsibility for monitoring the cash position on a daily basis.
  4. Responsible for the reconciliation of the Sport Wales and Lottery bank accounts on a daily basis.
  5. Authorise cheques up to delegated authority.
  6. Responsible for reviewing Sport Wales and Lottery control accounts on a monthly basis.
  7. Undertake responsibility for the draw-down of Lottery funding on a monthly basis.
  8. Review and reconcile grant forecast payments on a monthly basis.
  9. Forecast lottery cash balances on a monthly basis.
  10. Supervise the Finance Officer (Partners) in supporting and maintaining NGBs’ processes and healthcare spread sheet.
  11. Attend NGB panel meetings.
  12. Prepare taxation returns.
  13. Responsible for the timely completion of the LOT66 & LOT61return to DCMS on a quarterly basis.
  14. Responsible for the timely completion of the Whole of Government accounts, on an annual basis.
  15. Assist the Finance Director and Head of Investments & Business Development in preparing budgets on an annual basis.
  16. Overview the production of monthly management accounts.
  17. Support the Finance Director in developing risk management across the organisation.
  18. Review grant payments and commitments at the year end and prepare a schedule of prepayments and accruals for inclusion in the Sport Wales’ annual accounts.
  19. Reconcile capital and revenue commitments in CCGT and provide a schedule of movement of commitments for inclusion in the Sport Wales’ annual accounts.
  20. Produce schedules of related party transactions for the Directors’ team, Heads of Service and the Board, for inclusion in the annual accounts.
  21. Responsible for the annual appraisal, training and performance management of Finance Officers within the department.
  22. Attend Audit & Risk Committee and Risk Management Group meetings.
  23. Liaise with Internal Audit, as required.
  24. Reconcile inter-company transactions with the Welsh Government, as required.
  25. Responsible for developing and maintaining spreadsheet models, using Iris Exchequer OLE and ODBC reports and imports on behalf of the finance department.
  26. Provide support and cover for all aspects of the processing and reconciling of Fixed Asset transactions (Sport Wales and Lottery).
  27. Deputise for the Head of Investments & Business Development in their absence.
  28. Answer any miscellaneous requests and provide support and cover for the finance department.

PERSON SPECIFICATION

Essential / Desirable
SKILLS
Holder of professional accountancy qualification
e.g. ACA, ACCA, CIMA,CIPFA / 
Microsoft Excel for Windows, at an advanced level, including the use of Pivot and Lookup tables. / 
Microsoft Word for Windows / 
EXPERIENCE
Minimum of 1 years post qualification experience / 
Experience of preparing accounts under IFRS / 
Experience of preparing accounts in accordance with the FreM / 
Experience of processing VAT returns / 
Experience of usingcommercial accounting software packages / 
