Revision of Salaries of Teachers and Special Needs Assistants

The Minister for Education and Science wishes to inform Management Authorities, Teachers and Special Needs Assistants of Secondary, Community and Comprehensive Schools of the application of revised rates of pay and allowances with effect from 1st December 2001.

The new rates of salary and certain allowances have been introduced in respect of the implementation of the first phase of the pay award under the Benchmarking Agreement. Rates of pay for Teachers and Special Needs Assistants have been increased by the application of one-quarter of the total award backdated to 1st December 2001. The total increase awarded to Teachers under the Agreement ranges from 13% to 17.6%. The total increase awarded to Special Needs Assistants is 8.5%.

The increases under the Agreement apply to basic pay and allowances as indicated in the schedule to this Circular Letter.

The pay scales and allowances increased under this Agreement have also been revised to take into account the increase of 4% arising from the application of the final phase of the Programme for Prosperity and Fairness. This increase was effective from 1st October, 2002.

Additionally, under Agreed Report 12/2002 of the Teachers' Conciliation Council, the rate of allowance payable in respect of the award of a Master's Degree (Pass) has been increased to the level of the allowance payable in respect of a Primary Degree (Honours). The effective date of this increase is 1st September, 2002.

The revised salary scales are set out in the schedule to this Circular which is available on the Department’s web site at A printer-friendly version of the schedule is located in the Education Personnel/Post-Primary section of the web site. Detailed calculations of the pay increases are also available on the web site.

Management authorities are requested to bring the contents of this Circular Letter and the schedule to the attention of Teachers and Special Needs Assistants in their schools. They are also requested to give a copy of the Circular Letter and the schedule the parents’ representatives on the Board of Management, where such exists, or to the Parents’ Association /National Parents Council representatives or other appropriate representatives of the parents.
