Job Purpose
  • To assist with identifying, preparing and achieving the Association’s development programme
  • To assist with ensuring audit and inspection compliance in relation to development
  • To provide admin, diary management and organisational support service to the Development Manager

Main Duties and Responsibilities

  • Assist the Development Manager with formulation and prioritising the Association’s development programme
  • Assist with the identification of new development opportunities, researching housing need and liaising with statutory bodies
  • Manage new scheme files, taking accountability for the accurate recording, monitoring and preparation for auditing of these schemes
  • Correlate all information required for site registration and manage the registration process
  • Assist with the development process by preparing as directed applications for project approval including reports, valuations, funding applications, economic appraisals, post project evaluations and feasibility studies
  • Assist with the procurement of design consultants and construction contractors in compliance with the public procurement regulations and the DSD Procurement Guide
  • Ensure community consultation is carried out in respect of each new development
  • Ensure all project completion documentation required by the Association is received promptly
  • Manage process for dealing with defects and carry out ‘end of defects’ inspections.
  • Correlate all information required for handover of schemes and manage the handover process.
  • Assist with ensuring compliance with the Association’s Development Policies and Procedures, DSD Regulatory Framework & internal audit procedures and other statutory requirements
  • Assist with preparation of relevant monthly KPI figures
  • Where required attend new scheme consultation, planning and design team meetings

Other Duties and Responsibilities within the role

  • Provide cover in the absence of the Development Manager
  • Represent the Association at relevant meetings and forums
  • Assist with the compilation, production and distribution of information, reports, agendas, minutes etc for sub Committees and other meetings as required
  • Demonstrate the highest levels of customer care
  • Liaise and build effective working relationships as appropriate with other staff and external parties
  • Ensure adherence to the policies and procedures of the organisation, particularly those regarding equal opportunity, health and safety and confidentiality
  • Ensure all duties and responsibilities are carried out within standards outlined in the Housing Association Guide and Regulatory Framework
  • Maintain awareness of the external business environment to identify changes which may have an impact on the organisation
  • Participate in procurement activity, ensuring compliance with public procurement regulations
  • Undertake any other duties, consistent with this post, which may from time to time be required

Educational Qualifications
and Employment History / Minimum of 5 GCSEs (or equivalent) including maths & English
Minimum of 2 years’ experience (within the last 5 years) in social housing development in NI / AF
AF / Membership of a relevant professional body / AF
Demonstrable Experience of / Identifying development opportunities
Administration requirements from scheme registration to practical completion
Report writing, diary management, organisational admin
Delivering an excellent standard of customer/stakeholder service
