Positive Charge Hobsons Bay City Council overview

Positive Charge is a social enterprise of the Moreland Energy Foundation Ltd (MEFL). Our aim is to broker good value energy efficiency and renewable energy solutions for residents and businesses across local government areas in metropolitan and regional Victoria.

Positive Charge is managing this Expression of Interest (EoI) on behalf of Hobsons Bay City Council. The EoI is for the supply and installation of energy efficient lighting options for residents and businesses across Hobsons Bay. Council plans to run lighting upgrade programs utilising the services of preferred lighting providers. Any selected provider will be provided the opportunity of an introduction to registered program participants who may/or may not sign a contract with the provider(s).Any agreement between the provider and Council will be valid for 24 months[1]with the possibility of an extension beyond subject to review.

Selection Process Objectives and Overview

The selection process ensures our participants access the best value products and services, we provide open and fair access to provider(s) and we meet procurement expectations for Council.

Provider(s) are expected to complete the Response Form and also to submit the assessment form as applicable.

1 July 2015 / Issue of invitation to expression of interest.
22July 2015 5pm / Deadline for Expression of Interest to be submitted to MEFL.
Completed by 12 August 2015 / Expression of Interest assessed by EoI Assessment Panel
Review of products/ services
12 August – 26 August 2015 / The EoI Assessment Panel may invite shortlisted applicants to attend an interview/meeting during this period.
2 September 2015 / MEFL informs registrants of its decision.
2 September 2015 / Council and provider(s) sign agreements.
