Position Title: Fact Finder

Position Status: Part-time, salaried position(one or two days per week)

Position Summary

The Fact Finder acts as a hearing officer conducting informal appeal hearings for Wisconsin Works (W2) related services. Fact Finding reviews are requested by program participants who believe that there was an incorrect action taken on their case.

The Fact finding review is an informal process to resolve issues, explain the proposed action or inaction, and offers the participant an opportunity to present information. The Fact Finder collects information presented by the agency and the participant at the review and makes a determination based upon this information whether the agency action was in compliance with state policy and statute. If the action was incorrect, the Fact Finder issues a corrective action order to the agency.

Duties and Responsibilities

  • Conduct Fact Finding reviews as scheduled by the W2 agency
  • Research W-2 policy and State Statutes and apply appropriate policy to specific Fact Finding reviews
  • Communicate Fact Finding decision through written summary of decision including identification of relevant policy and/or statutewithin five working days of a hearing.
  • Plan and organize time efficiently to work independently with limited direct supervision
  • Track and report summary of Fact Finding reviews held and results on a monthly basis

Skills and Abilities required to perform this job

The Fact Finder must have an expert understanding of the W2 program and the ability to research W2 policy and use such policy in making determinations of agency interpretation / implementation of policy.

The Fact Finder must be able to communicate effectively in both verbal and written form and be able to work independently with limited direct supervision.

The Fact Finder must possess critical reasoning skills, analytical ability, and strong interpersonal communication skills that allow him/her to mediate and facilitate the hearing process.

Qualifications

Two to four years experience in the W-2 program or in a hearing office capacity. Candidates must hold a Bachelor degree or the equivalent in work and life experience. Must be competent in the use of MS Word and Excel. Must have proven written and oral communication skills. Have available transportation to hearing locations as well as to scheduled meetings.
