Job Overview

The Communications Training Coordinator is highly responsible administrative work. This position oversees the Communications Training Officer’s Program, including training and evaluation of all Certified Communications Training Officers, and monitors the training of all Communication Specialists, both new hire and veteran. This position coordinates the continuing education associated with REDA’s P33 Certified Training Program which is aligned with national standards and best practices for Law Enforcement, Fire and EMS, as well all state-mandated biennium training requirements for continued PST certification in the state of New Mexico. This position works with the Operations Manager and Executive Director as an assigned liaison for the BIA Academy, coordinating all the aspects of the academy in conjunction with FLETC Program Specialists and BIA staff. The Training Coordinator will be expected to instruct at the various state academies as is feasible and as staffing allows. This position will also be expected to stay in constant contact with local, state and national personnel and entities that are directly connected and essential to training requirements and compliance for REDA personnel. The position coordinates the development and creation of training programs specifically designed to correct deficiencies identified during the quality assurance process. This position performs operational, technical, training, and clerical duties and tasks specific to the position.

Distinguishing Characteristics

The essential distinguishing characteristics for the position of Training Coordinator include, but are not limited to: Well developed organizational skills and time management; ability to train individuals and groups of persons in the areas pertinent to public safety telecommunications, leadership and professional development. Understand the training needs of adult learners and design curriculum, materials and testing tools that support those learning styles. The ability to work in cooperation with the operations division, administration and finance personnel to establish training opportunities for REDA employees that are efficient, cost-effective, and that incorporate best practices and national standards, as well as address emerging technology and tactical skills prevalent in public safety communications.

The Training Coordinator will work under the general supervision of the Operations Manager, reporting as necessary those items regarding training and instructor schedules, budgets, CTO/Trainee progress, and other such matters that would necessarily effect operations and staffing. The Training Coordinatorwill be tasked with development of training goals, strategic objectives, prioritization of training needs, training calendars and will complete such tasks independently. It is expected that resolutions to problems will be decided in accordance with instructions, policies, procedures and applicable laws and regulations, while adhering to REDA’s mission and vision statements.

Essential Job Functions

  • Manage the full range of activities for REDA’s P33 Accredited Training Program
  • Monitor all Communications Training Officers in the course of their duties while engaged in active training of new hires while in initial phases of the training program
  • Review Daily Observation Reports of new hires and complete tracking sheets for monitoring and reporting purposes
  • Make adjustments to training and instruction as deemed necessary
  • Plan and instruct Communications Training Officers updates and continuing education
  • Participate as a member of REDA’s management team
  • Track and monitor all employee-completed advanced training or continuing education credits and submit timely, quarterly roster changes, updates and validations of required biennium hours to the New Mexico Department of Public Safety
  • Register, schedule and make necessary accommodations for training opportunities for all personnel.
  • Ensure all mandated training, areas of expressed interest or those educational opportunities that meet the needs of REDA’s training program, vision and mission are reviewed and completed as staffing and budget allow
  • Identify those employees who possess skills, knowledge and abilities well-suited for instruction and assist them in the creation of a professional development plans in order to ensure REDA has a full contingent of in-house trainers
  • Prepare and present information including staff reports, requests for proposal, and other decision-making packages
  • Oversee work projects from inception to completion
  • Provide information and assistance to other departments, outside agencies, and the public as necessary
  • Represent REDA in forums such as service relationships and public presentations
  • Identify and recommend improvements to program systems and procedures
  • Attend conferences, conventions or other various meetings and trainings to stay up to date on trends in training development, policy and procedures
  • Participate as needed during emergencies, including emergency operations center activations
  • Develop and maintain excellent working relationships with all personnel, user agencies, the public, etc.
  • Participate in the on-call rotation with Communications Supervisors as directed and needed
  • Perform other related duties as assigned

Minimum Qualifications

  • Must have completed any probationary status as defined in the REDA Personnel Policies.
  • Three years of progressively responsible experience in adult education, training, curriculum development and/or similar program management
  • Associates Degree in education, public safety, communications or a related field is preferred at time of application. *Successful candidate must earn such a degree within three years of date of hire or promotion.
  • NCIC/NMLETS Certified (Out of state NCIC certifications are accepted if current, but NM Certification will need to be completed within 30 days of hire)
  • APCO Communications Training Officer Certified, or able to obtain within 60 days from date of hire or promotion
  • APCO Instructor Certified (Required: PST I and CTO Instructor) (Preferred: All available APCO Instructor Certifications, to include Comm Center Supervision, Fire Service Communications, Law Enforcement Communications, Emergency Medical Dispatch, or any other options offered by APCO as is available and applicable)
  • NM DPS Certified Instructor (Minimum of General Instructor designation) or able to obtain within 12 months from date of hire or promotion.
  • FLETC/DHS Certified Adjunct Instructor Preferred (Or ability to acquire this certification at the next available LEAITP course)
  • Basic knowledge of the APCO P33 Certified Training Program Guidelines and Criteria
  • Knowledge of Windows OS and MS Suite
  • Successfully pass pre-employment testing (physical and psychological) and background investigation

Work Environment (Essential Training Coordinator Functions)

Work is performed primarily during administrative hours in an indoor office space arranged to meet the needs as it relates to job functions and duties. It is primarily sedentary. Incumbents work with computers and computer programs, and may be required to bend, stretch and lift up to 25 lbs. at a time.

Work Environment (Public Safety Telecommunicator Functions)

As assigned for special assignments, overtime, shift coverage and natural or manmade disasters or major incidents, the Training Coordinator will perform the duties of a frontline dispatcher during customary shift hours. Within this function the environment allows the freedom to stand and move in a limited area commonly termed “the floor”. Headsets are worn at all times while on duty and on the floor. In this function, the Training Coordinator is expected to manage over the phone interactions and confrontations with angry, hostile, depressed and / or otherwise emotionally distraught members of the public. As a result, work requires quick, independent action and alertness in emergency and possible life-threatening situations. Work entails extensive keyboarding and manual dexterity, and also entails regular reaching, stretching, and lifting of standard dispatch supplies and materials, such as maps, binders, and flip charts.
