Council Minutes

July 5, 2016

Regular meeting was called to order by Mayor DeVaney at 6:34 p.m. A moment of silence was observed followed by The Pledge of Allegiance. Town Attorney Steve Smith and Councilmembers Huber, Munson, Smith, Driver and Thompson were present. A quorum was established.

·  Driver made a motion to approve the minutes of the June 20, 2016 regular Council meeting. Thompson seconded. Unanimous vote.

·  June 2016 Payroll for $37,264.06 (Wts. #6459 – 6262, and Direct Deposit Payroll) and Accounts Payable for $42,393.98 (Wts. #17068 - 17097) were approved for payment on a motion by Huber, and seconded by Thompson. Unanimously approved.

POLICING REPORT / HUMANE SOCIETY REPORT

Council reviewed a written Policing Report as submitted by the Douglas County Sheriff’s Department for June 25 – July 5, 2016.

PUBLIC HEARINGS/ORDINANCES/RESOLUTIONS

Ordinance 2016 – 768: Regulation of Junk and Public Nuisance Vehicles

·  Smith made a motion to adopt Ordinance 2016 – 768 which relates to the regulation of abandoned, unauthorized, junk and public nuisance vehicles. Huber seconded. Roll Call: Huber – Aye. Munson – Aye. Smith – Aye. Driver – Aye. Thompson – Aye. Unanimous vote.

Ordinance 2016 – 769: Moratorium on Marijuana Cooperatives

·  Huber made a motion to adopt Ordinance 2016 – 769 declaring a six-month moratorium within the Town of Waterville on the establishment, siting, location, permitting, licensing, or operation of medical marijuana cooperatives. Smith seconded. Roll Call: Huber – Aye. Munson – Aye. Smith – Aye. Driver – Aye. Thompson – Aye. Unanimous vote.

PROPOSALS TO PAINT FRONT EXTERIOR OF TOWN HALL

·  Smith made a motion to accept a proposal from Top Gun Painting to paint the front exterior of Town Hall for $8,269.32. Driver seconded. Unanimous vote.

The Town emailed requests for proposals to paint the front exterior of Town Hall using the MRSC Small Works Roster service to Top Gun Painting, France and Co., and Wenatchee Protective Coatings. Top Gun Painting was the only company that submitted a proposal for the project to the Town.

RCAC RATE STUDY CONTRACT EXTENSION – MODIFICATION NO. 3

·  Huber made a motion to approve the Rural Community Assistance Corporation Modification Form-Modification No. 3 to extend the contract for Water and Waste Water Analysis services from June 20, 2016 to August 31, 2016. Munson seconded. Unanimous vote.

FIREWORKS BAN

Council discussed establishing a fireworks ban for the Town of Waterville. RCW 70.77.250(4) requires that such a ban as adopted by county or city ordinance must be in place one year before it can be enacted. Town Attorney Steve Smith offered to draft an ordinance banning the sale and use of fireworks within the city limits of Waterville, but added that the ban would not be effective until after July 4th of 2017.

MAYOR PRO-TEM

·  Huber made a motion to appoint Councilmember Jill Thompson as Mayor Pro-Tem for a six-month term, with a second from Smith. Approved by majority vote, with Thompson abstaining.

COMMITTEE REPORTS

MAYOR’S REPORT

……Enrollment is now open for swim lessons. Session II: July 11 – July 29. Call 745-8871 or stop in at Town Hall to sign up.

……Waterville Days will be held July 8-9. The event is sponsored by the Waterville Main Street Association. The organization has posted a lineup of activities for the celebration on Facebook.

……The Town utility crew has been working on striping the streets and parking areas.

·  The meeting was adjourned at 7:25 p.m. on a motion from Thompson and a second from Driver. Unanimous vote.
