MEETING OF THE BOARD OF DIRECTORS
JULY 5, 2016
The Regular Board Meeting of the Evergreen Ridge Homeowners Association was held on Tuesday, July 5, 2016, at the Norman P. Murray Community Center at 24932 Veterans Way, Mission Viejo, Ca. 92692. The President, Larry Mann, called the Meeting to order at 6:37 p.m.

The Homeowner Forum was opened by Larry Mann.
The owner of account #ER-0030-0016-01 was present to express concerns with some issues in the Association. The Directors explained the process of the violation policy, the schedule of the repairing the streets and the process of citing and having unused cars removed from the Association. Cardinal was requested to inform Las Flores Landscape regarding the leaning tree across from 27541 Whitefir.
The owner of account #ER-0030-0249-01 was present to ask the Board to consider having the pine tree removed in the common area of the Association near the home and to show the findings of an arborist she had hired to inspect the pine tree. Cardinal was requested to obtain a second opinion from an arborist regarding the tree.
As there were no other homeowners present who wished to address the Board, the Homeowner Forum was closed.
A Motion was duly made, seconded, and carried to approve the June 13, 2016 Regular Meeting Minutes, as written.
A Motion was duly made, seconded, and unanimously carried to accept the May 2016 Financial Statements, subject to audit.
Cardinal was requested to contact Las Flores Landscape to provide moving forward, pictures of any irrigation leaks or line breaks to be submitted with the invoices. Cardinal was requested to inform Joe Hamby from Las Flores Landscape the Directors would like to meet with him on a Monday after 4:00 p.m. in the next few weeks to walk the community and help them understand why so much plant material had died and what the plan was to correct the situation.
A Motion was duly made, seconded, and unanimously carried to ratify the architectural application from the owner of account #ER-0030-0249-1 to remodel the front yard area; to ratify the architectural application from the owner of account #ER-0030-0059-01 to replace the roof; and to ratify the architectural application from the owner of account #ER-0030-0220-01 to replace the backyard fence.
The proposals from Three Phase Electric were tabled to the August 2, 2016 Regular Meeting. Cardinal was requested to obtain a proposal from Three Phase Electric for repair or replacement regarding the LED lights along Pinetree.
Cardinal was requested to set-up a tow truck for Thursday, July 28, 2016 for when the slurry seal was to be done.
A Motion was duly made, seconded, and unanimously carried to approve the Reserve study draft from Strategic Reserves.
A Motion was duly made, seconded, and unanimously carried to approve the proposal from Animal Pest Management Services to control the squirrel activity around the perimeter of the Association, at a cost of $200.00 per month at twice a month, initially and then after a few months go to option one, at a cost of $145.00 per month at once a month.
The Directors discussed the subject of keeping cupolas, weathervanes and shutters on the homes as a requirement. They agreed shutters must remain on the homes and the cupolas and weathervanes could be an option to remove but if kept must be repaired and maintained in good shape.
The GMU discussion regarding the advice they gave to the Board regarding the condition of the streets was tabled at this time.
A Motion was duly made, seconded, and carried to waive the late letter charge and interest of $36.20 on assessment account #ER-0030-0194-01. Larry Mann recused himself. Cardinal was requested to inform the owner of the decision.
A Motion was duly made, seconded, and unanimously carried to waive the late letters, late charges and interest of $73.90 on assessment account #ER-0030-0283-01. Jason Fine recused himself. Cardinal was requested to inform the owner of the decision.
There being no further business, the Meeting was adjourned to the Executive Session at 8:05 p.m.
