54.  Make a finding that it is in the best interest of the County to waive the competitive bidding process consistent with Administrative Policy No. 34, for unusual and extraordinary circumstances for the solicitation of laser tattoo removal services; and approve and authorize the Chairman to execute an Agreement with Fresno Community Hospital and Medical Center to provide laser tattoo removal services to recipients of CaIWORKs Services ($56,000) and Juvenile Probation Services ($22,100)
