DEATHS - LINE OF DUTY:

This year Eighty-Four Police Officers have died in the line of duty. This is forty-two deaths less than this time last year. Nineteen have died since the last meeting:

Nine were killed by gunfire.

Three succumbed to heart attacks

Two were killed during vehicle pursuits

Two were killed in automobile collisions

One was killed in an aircraft accident

One was killed by vehicular assault

One was killed in a motorcycle accident

Seven were from Municipal Agencies.

Executive Staff: Lt Col Chung

·  It is an honor and privilege to be promoted to Lieutenant Colonel and appointed assistance director of the criminal investigations division. I vow that it will be all about team work. In fostering team work it is about creating a work culture that values collaboration.

·  As far as CID, its top priority is commitment to providing investigative and specialized response to other DPS areas.

·  It is estimated that CID will have approximately $2 million in vacancy savings. CI has committed half of that money, about $1 million, to hiring lateral officers for highway patrol. It gives existing officers a chance to move into CID even though it will be six to eight months before that can happen.

·  We have restructured GIITEM/IMPACT. We have reallocated some of the detectives to other areas within CID.

·  We have one component, the detention transport unit. It is a complete processing facility with vehicles, supervisors, etc. Officers will now be able to take their 10-15 to the Metro Booking facility where there will be transport officers who will do the complete processing. They will also be available for special details throughout the state. With advance notice they will have transport vehicles and booking officers ready to participate for DUIs, Search Warrants or any other special details the areas may be having.

·  They are also encouraging TDYs into CID. During these 90 day details it will be our job, as CID, to coach and mentor and develop professional detectives. We have developed programs that will take those participating in TDYs through a very practical course teaching crime scene management, hospital follow ups, completing search warrants and the multitude of information in intelligence databases.

·  As of last week there are 156 sworn vacant positions in highway patrol, 54 CID vacant positions. There are 20 people being hired for the November academy class, 20 for March and 15 for May. There is a list of 41 lateral officers; our goal is to process about 25 laterals.

·  The sergeant’s process is completed and the appeals process is over. There is a list of 36 officers that will hopefully promote to sergeant. There is one officer that still has to take his QAB since he has been on military leave. They are planning to do that QAB on October 24th. This may cause there to be a list of 37 officers.

·  There is about ten critical fill sergeant vacancies in highway patrol and also ten in CID.

·  We have asked existing sergeants to put their job interest cards in. That will allows us to start looking at transfers. Once that is completed, we can look at promotions. There are twenty possible promotions.

Questions:

·  What are your thoughts regarding taking the top person on the list versus taking a person that has a lot of CI experience and putting him in a position that best fits the needs? From CI, we’re going to focus on internal transfers first.

·  Are you hiring lateral transfers to come straight into CI? The lateral transfers from other agencies are strictly to come into highway patrol. This would free up a current hp unit to come into CI down the road.

·  With the transition to narrow banding, does this cause CI to lose the encryption capability? We should still have encryption capability even with narrow banding.

·  Metro Booking is now operational. This will be posted on the Intranet by next week.

·  What is staff looking at in term of request for either legislative or throughout the agency to come up with a pay increase in pay for the employees? About a year ago, the director wanted to establish a compensation committee. A lot of the initial work was how to do salary surveys. Most recently we brought in the FOP and AHPA. The plan is to move forward with the 5 year plan. We will ask for $10 million to begin giving raises to both sworn and civilian.

·  The top two priorities for the agency are vehicles and pay.

·  Are there plans for the Captains process? We implemented the IPEM. Before, the resume process was very subjective. It really didn’t measure what we needed to measure. After several suggestions, we came up with the IPEM. It is very objective; it provides employees with a road map for their careers. It’s also used as a recruiting tool for specialized positions. At any point in an officer’s career they can go in and fill in the IPEM and it’ll tell them their score. They are working on the IPEM, finalizing it.

·  Has there been any discussion at executive staff with regards to administrative process coming to an end and discipline being administered prior to the criminal investigation being completed? One thing to consider is when you have an administrative case and a criminal case there is two different levels of burden of proof. With the administrative process the burden of proof is by the preponderance of the evidence which is much different than a criminal case. That is the deciding factor. They are looked at on a case by case basis.

·  What is the status of cell phone general order? That general order is 99% completed. There are some technical issues but it is almost done.

Pacific Financial Designs-Pat Madden:

·  Jimmy-The agency approved the Association offering temporary health insurance to new employees. AHPA will provide a pamphlet that will be put into the new hire packets.

·  Pat Madden-We had an opportunity to help out new hires while they wait for the 90 days after hire to start state insurance. A person, who is hired, prior to the 90 day wait, can opt to get this temporary insurance and then drop it if they wish once the state insurance kicks in. Cost of 90 day temporary insurance is single person-budget plan approximately $38/month, superior plan approximately $120/month, family budget plan about $124/month and superior plan about $465/month.

·  If you have prior state service, you receive your health insurance from the day of re-hire, therefore you do not have to wait 90 days and this program would not apply.

·  We are trying to have a new program. We will design a program that will pick up where state left off if you are a sworn or civilian person who retires prior to Medicare age. You will have a coverage but for substantially less money. Prior to Medicare, there is little, if any, state off set for cost. It is out of pocket. This is where we think we could be a big help to future retirees. Once you get to Medicare age that will be different.

·  Brochure made by Stacy Dillon for new hires is very nice

·  Open Enrollment for insurance is October 20th. If you are participating in the State offered additional life insurance, you have the opportunity to change to the AHPA offered additional life insurance which may be less costly. There are physical requirements for the life insurance with Pacific Financial but it is less expensive than what the state offers. Members may want to look at this about 3 weeks prior to open enrollment due to the physical requirements, to make sure you will be getting a better deal.
