MUNHALL BOROUGH USE RULES AND REGULATIONS

1.) Please use common sense. If an action seems inappropriate, it most likely is.
2.) A copy of the permit must be available at the Fields for inspection during the use. It is the responsibility of the organizer or person to make sure coaches receive and understand that permits must be on site during the Field use.
3.) Field use begins and ends at the times stated on the permit, including set-up, warm-up, and clean up. Organizations are not allowed on the Fields prior to the start time in the permit and are required to exit the Fields and have adjacent areas (such as benches, dugouts, and so forth cleaned up at the ending time indicated on the permit.
4.) All litter must be picked up and either taken home or placed in trash cans after each use.
5.) Permits are non-transferable. All permit holders will ensure that no unauthorized party is granted permission to use the Fields during the permitted times.
Parking is allowed in designated areas only. Vehicles (other than emergency vehicles) are not allowed on Fields. Vehicles include both motorized (e.g. cars, trucks, motorcycles, and non-motorized vehicles).
6.) Alcohol is prohibited on the Fields or adjacent areas, such as bleachers, bathrooms, locker rooms, concession stands, and Borough parking lots, unless such use is specifically permitted by the Borough in writing.
7.) Use of tobacco products (including cigarettes, cigars, and chewing tobacco) is prohibited on the Fields or adjacent areas, such as bleachers, bathrooms, locker rooms, concessions stands, and Borough parking lots.
8.) Use of illegal drugs and other controlled substances is prohibited on the Fields or adjacent areas, such as bleachers, bathrooms, locker rooms, concession stands, and Borough parking lots.
9.) Use of metal spikes is prohibited on artificial turf Fields, including West Field.
10.) Use of sunflower seeds and chewing gum is prohibited on artificial turf Fields, including West Field.
11.) No markings are allowed on artificial turf Fields, including West Field.
12.) Animals (except service animals) are prohibited on the Fields or adjacent areas, such as bleachers, bathrooms, locker rooms, concession stands, and Borough parking lots. / 13.) Glass bottles are prohibited on the Fields or adjacent areas, such as bleachers, bathrooms, locker rooms, concession stands, and Borough parking lots.
14.) No vandalism is allowed on the Fields or adjacent areas, such as bathrooms, locker rooms, concession stands, and Borough parking lots.
15.) No climbing on fences, backstops, goals, baskets or other equipment is allowed.
16.) No profanity is allowed on the Fields or adjacent areas, such as bathrooms, locker rooms, concession stands, and Borough parking lots.
17.) Fighting or verbal or physical harassment is prohibited on Fields or adjacent areas, such as bathrooms, locker rooms, concession stands, and Borough parking lots.
18.) Activities which might damage the Fields are prohibited, including, but not limited to, golf, horseshoes, javelin, shot put, lawn darts and grilling.
19.) Drones and remote controlled vehicles are prohibited on the Fields.
20.) Fireworks are prohibited on the Fields or adjacent areas, such as bathrooms, locker rooms, concession stands, and Borough parking lots.
21.) Tents and canopies are prohibited on artificial turf Fields, including West Field, and on grass playing surfaces.
22.) While banners and signs are allowed, they must be removed at the end of the permitted use, as well as all materials used to hang the banners and signs.
23.) Selling food, drink or other items is prohibited without the approval of the Borough and/or the Board.
24.) Temporary fencing may not be moved without approval of the Borough and/or the Board.
25.) Adult supervision of youth players and participants is required for games and practices. A youth team is not allowed to practice or play on a Field absent adult supervision.
26.) Permit users must abide by posted hours and other posted requirements and are responsible for the conduct of their guests.
27.) Permit users must comply with all Borough ordinances, as well as the laws and regulations of the Commonwealth of Pennsylvania and the United States.

The Borough and/or the Board reserves the right to revoke or suspend Field Permits for games and other usages based upon Field users violating this guide or Borough ordinances, or when it is in the best interests of the Borough. The Borough may use a “Three Strikes” policy with respect to violations, although the Borough and/or Board specifically reserves the right to suspend or revoke a permit at any time, or to deny a request for a permit, regardless of the number of violations which precede that decision.

The undersigned hereby makes application for use of the indicated field/facility and agrees to abide by the rules and regulations stated above or otherwise applicable. This is a conditional permit application for temporary use of a Munhall Borough Field(s). The permit, if granted, is for use of the designated field only for the days and times listed. You and your organization are obligated to keep the field(s) in good and safe condition at all times and to use the field only in accordance with the listed purpose. Any problems with the field or Borough Facilities are to be reported to the Borough Manager within 24 hours. The applicant, on behalf of himself and the organization represented by the applicant agrees to hold the Borough of Munhall free and harmless from liability of any nature, and knowingly and freely assumes all risks, known and unknown related to use of the field/facility, and further assumes all responsibility for such use.
