Definitions of Returning and New Teams

Returning team - team with access to a Mindstorm Robot Kit previous awarded to the school/organization even if there are all new students on the teams.
New Team - team without a Mindstorm robot kit applying for a scholarship for the first time or an additional team at an school/organization who does not have access to a Mindstorm Robot Kit.
