Places 29 Community Advisory Committee (CAC)
Meeting Minutes Wednesday, February 15, 2017
Present: David Mitchell, Heather Stokes, Daphne Spain, Steve Janes, Nena Harrell, Jody Saunders, Norman Dill, Jerrod Smith
- Approval of 1/18/2017meeting minutes, forwarded to Emily Kilroy following meeting.
- CAC Administrative items, Jody Saunders:
- Election Schedule-We should have 11 members with elections held annually in Aug.; Our initial CAC officer elections do not align with Aug.; however the group elected to keep current officers until Aug. 2017, with hopes of improving CAC member numbers and get CAC election back to Aug election time (designated by the county).
- Best meeting time/day- We decided that 3rd Monday of the month is a good date. We will survey group members to see if a better time or place will improve meeting attendance. Heather Stokes will send out survey.
- Suggestions to move meeting to Rt 29 N area…Hollymead Fire Station, Hollymead/Sutherland schools, Forest Lakes Community Center
- Neighborhood Improvements Funding Initiative –
- Initial meeting Feb 23 @ COB
Program Goal: Create an opportunity to fund smaller scale neighborhood improvements (one-time capital investments) that benefit place-making and/or quality of life, focused on immediate small scale “built environment” projects or schematic design efforts that position a project to be considered for full funding as part of the established CIP review process.
Guiding Principles:
- Transparent, fair, equitable, and inclusiveprocess
- CACs perform a critical role as conduits to the community
- Projects/ideas should be consistent with master plans and broader Comp Plan; consideration will be given to projects that could/will leverage other funding sources; projects should have a clear public benefit; projects can be small capital improvements or planning/design studies
- The initiative is a one-time pilot
The Board felt strongly that they wanted a better idea of what the communities’ project priorities are before committing to a method for allocating funding. The initiative is currently budgeted at $1.4 million.
- Suggest ideas of projects with costs to help align suggestions with money allocated
- This group would like to see projects completed, not $ spent onconsultants

- Planning Commission, Daphne Spain: Rio Road small area plan promotes node development ( rezoning in nodes) and need for form based code
- [A form-based code is a land development regulation that fosters predictable built results and a high-quality public realm by using physical form (rather than separation of uses) as the organizing principle for the code.]
Special attention given to heights of buildings, higher in center and descending outward from center
- Board of Supervisors, Norman Dill: upcoming items include Brookhill Development and time for salamander crossing; Senior Center plan to move to Belvedere Neighborhood; proposed park/river access improvements near new Berkmar crossing bridge
