MONTHLY MEETING

WEDNESDAY

Frank called the meeting to order. All board members were present. Leslie read the minutes from last month’s meeting. Neil made a motion to approve August’s minutes as printed, Ed 2nd Carried.

PINEWOOD GOLF COURSE LICENSE EXTENSION

Jason is asking for a permit to have music outside for his wedding this coming weekend -September 16th from 8:00 -11:00 pm. He has notified the surrounding neighbors. The music will be inside a tent with walls.

Frank stated that the permit must be applied for 60 days from the planned event. They notified him last week but will allow them to apply. The current liquor license states the described premise as Pinewood Golf & Restaurant. It does not include the golf course. Jason said on his application he listed the clubhouse and entire property for a description. The board asked for Leslie to look at the application and amend the license with the full description.

  • $25.00 fee paid

MOTION

Ed made a motion to approve Jason Bullock’s outdoor music request for September 16, 2017 from 8:00 pm to 11:00 pm at Pinewood Golf Club & Restaurant, Neil 2nd Carried.

OPERATOR LICENSE- PINEWOOD GOLF COURSE

William Frey, Jordan Beseler & Matthew Nelson

Frank did a background check and they were ok.

Neil made a motion to approve the above Operator Licenses, Ed 2nd Carried.

EMPLOYEE/CHAIRMAN REPORT & ROAD REPAIR UPDATE

  • 410TH STREET CONSTRUCTION- road was paved. Guardrail installation will be put on hold for now.
  • Timberline guardrail was done
  • Patching
  • Cody was off for the last week with a knee infection.
  • LRIP meeting will be held September 28th at 10:00 am
  • 469th Street Abandonment: Dunn County owns the whole intersection. The abandonment process will be put in hold until the new road is assigned a street number & the new road is completed. Ed thought a check list for Earl should be made and to let him know what needs to be completed before the process of abandoning the road can begin.

DUNN COUNTY BROADBAND REPORT/OUTDOOR RECREATION PLAN UPDATE

BROADBAND

Addison Vang gave the board an update on what broadband is and explained the technology.

  • 2016 the County passed a Resolution supporting improving broadband services in Dunn County.
  • 2017 they did a gap analysis study. This survey was for residents and businesses in Dunn County. The survey results will be completed this Fall which will also include a map.

Frank questioned how this survey will make the cable, 24/7 & AT&T companies make a change? Addison said they want to build a positive relationship with these companies and this is a start.

Ed asked if the County will be contributing money to these projects by budgeting for grants. Addison was not sure if the 2018 budget would include some funding/grants.

Ed talked with Town of Weston about going in together with our township for applying for a grant for funds for 380thAv. and streets in the town of Weston-For broadband services. This would be to assist in getting a grant with 24/7 Telcom.

OUTDOOR RECREATION PLAN

  • The board looked at the plan and made some wording corrections. Town Forest will be changed to Town of Menomonie Park.
  • Addison is looking for a better description of the two town parks. He would like some history of the parks and asked for the board to review and email him by the end of October.
  • Improvements: the board asked for Irvington Bridge: develop access to Red Cedar Trail to be removed.

24/7 FIBER OPTIC UPDATE

  • They will begin the process in the spring.
  • An expense budget line will be added to our 2018 budget.

NOXIOUS WEEDS DISCISSION

Neil went on a bus tour for identifying noxious weeds in Dunn County. These weeds are not natural to our area and dominate and choke out other plants. Two major plants are Parsnip and Chervil.The board reviewed the report and felt the areas need to be identified in the township in the spring, they will be mowed. This will be discussed in the spring.

CRAIG FREGINE-TABLED ITEM

  • Ed spoke with the Land Conservation and they believe Craig will follow through with their suggestions.
  • The township will place rock by the culvert-west side of the road.
  • He will have to fill out a driveway application. Frank will send him the form. He will have to draw a map of the driveway placement.

SALE OF 1-TON TRUCK

Merv Doane- Irvington Garage is interested in purchasing the 1-ton for $2,000.00

Neil made a motion to approve selling the 1-ton to Merv Doane-Irvington Garage for $2,000.00, Ed 2nd Carried.

IRVINGTON GARAGE VEHICLE STORAGE

$100.00 permit fee paid

They are in compliance with the car limit. The board will recheck the lot during the spring road check.

ADMINISTRATION FEE

The town board discussed the towns administration fee that is added when the township sells a culvert, gravel, services, ect. A 5% Administration fee of the total amount is added to the bill. The board felt anything over $1,000.00 should be capped at $50.00.

Ed made a motion to approve the townships administration fee up to $1,000.00 5% of total bill will be added, over $1,000.00 a straight fee of $50.00 will be added, Neil 2nd Carried.

ROAD CERTIFICATION

67.18 miles

Frank sent the road certification to the State.

PACER REPORT

Ed made a motion to approve paying Neil $10.00 per hour to complete the Pacer report, Frank 2nd Carried.

Neil abstained

PLAN COMMISSION

No meeting was held in August. Leslie received a copy of a Dave Simpson’s CSM request from the County. Kent did not have a copy. She gave the CSM request to Kent and he will contact Dave.

BOARD REPORTS

FRANK

  1. Woodland Terrace/5th Street- the State would not lower the speed limit but did place an intersection sign.
  2. State Budget: they tried to pass taking the municipal control away regarding quarries, frac sand and mining. Frank sent an email opposing and felt these issues should be separate.
  3. Countryside Court-Art Reeder: Dunn County Zoning checked his shed and he is not running a commercial business out of there.
  4. Birch Terrace: they want to put double wide MBH’s in the court. Frank talked with our building inspector and he stated this can be done.
  5. 410th Street parking below Stoll’s: people are parking on both sides of the road which is hazardous. The board agreed to post no parking on the river side. Ed made a motion to approve placing no parking signs east side of the road at the bottom of the hill by Stoll’s on 410th, Neil 2nd Carried.
  6. WTA Banquet: This year’s fall banquet will be held October 25th. Frank made a motion to approve paying the WTA dues $25 and meals for board members and spouses, Ed 2nd Carried.
  7. Frank discovered that someone dumped some pine tree stumps at our dump.He found that John Janeke N7187 540th St. had pine trees removed. He contacted Green Thumb out of Eau Claire and found they had hauled them to the brush site – which cannot accept stumps. Janeke directed Green Thumb to the site. Frank spoke with Janeke and told him the cost for removal would be $800.00. Green Thumb wanted more and Janeke decided to pay the town.

He commented that the seal coating looked good.

NANCY

She spoke to Jason- Pit Stop regarding his Personal Property that is due. He came to her office and paid.

LESLIE

She handed out the monthly Building Inspection Report and the State’s Equalization Report.

VOUCHERS

The board looked over the charges made by Jeff and Cody.

Neil made a motion to approve voucher #18000-18037 & prewritten 1727-1729, Ed 2nd Carried.
