The group were asked to speak one at a time to aid both the interpreter and those with hearing loss.
The group agreed that the preferred layout for meeting is a horseshoe as this enables everyone to see each other clearly.
EK asked if people were using the website and if they found it useful. The groups responded yes to both parts.
User Lead Organisation
SK asked if any feedback had been received. BF replied that no feedback and also that the best person to contact would be Fay Cooper – 01522 530 301
There is money available for a development worker to set up a ULO, an event and help with engagement. The event will be about defining the purpose of a ULO
Fairer Charging
The group raised several points about the Fairer Charging Panel at the last meeting:
-There was no opportunity for discussion
-There was no indication as to how many people who attended the last meeting who were users and carers
EK informed that Cllr Marsh and David Laws are available for focus groups to discuss this after the General Election
SK stated that the Fairer Charging Policy is available on the LCC website and that recommends reading it.
IP stated as that all Equality Impact Assessment (EIAs) are published on the Council’s Website (search for Fairer Charging Policy), people can challenge the policy if they feel it is unfair.
Hate Crime
Lincolnshire under reports incidents of hate crime
HB felt that the time allocated would have been better spent talking to the police officer and not the presenter
AB asked for clarification of the reference to facilities in Boston that Cllr Marsh made. EK stated that this may be in relation to Day Centres / Group to contact Tara for inclusion on the mailing list

News and updates from your organisation
Alan Busby will be giving a presentation about what it is like to be a deaf man living in Lincolnshire at the next meeting.
SKent requested that all organisations complete an update that can be uploaded to the website.
Updates are to be provided 3 weeks before each board meeting so that they can be uploaded 2 weeks prior along with all other papers.

Long Term Conditions
GW commented that doing nothing to save money doesn’t work. She also said that she knows of people who are going out of county to get treatment which will end up costing the PCT more than if they had stayed in county. The business case does not cover this. Also there is also no brain injury specialism within the business case.
AB asked if any lottery funding could be obtained.
CC stated that the NHS itself would struggle to get any grants from the lottery however other organisations could apply.
Clarification needs to be made when people use “head injury” and “brain injury” as it would be useful to know if people with a brain haemorrhage in the figures that are quoted. Overall there is a lack of good quality information on figures

LINk
DS stated that she would like to see the P&SIPB to link in with the LINk in terms of pieces of work undertaken.
AB stated that he would like to see the attitudes of staff across the county improved
HE stated that although the LINk have no powers that have raised issues that have arisen from care mapping exercises
DS said that information is shared regionally with LINks not hosted by Shaw Trust on a regular basis.
The board asked is information was being shared nationally. DS replied that there were no national conferences where information sharing is possible as these conferences have a very different environment to the regional ones
The question was raised that if the LINk is in existence and working well is the P&SIPB needed.
If the P&SIPB asked the LINk to undertake a piece of work it would need to be a very specific piece of work and time limited due to the limited resources available
Items would have to come from P&SIPB organisation as a whole. They cannot come from just one person or the host organisation
LINk is about improving Social Care, not just Health. Currently there is a strong Health lead on the issues that the LINk are looking at.
The LINk is a good mechanism for the board to use.

Agenda Setting Group
The board needs:
- a clarity of purpose
- more user involvement
- a user lead agenda setting group
People have left in the past as they haven’t been included
The group felt that the smaller groups worked better and would like the opportunity to use this format again
