Condition1:AFumigation ManagementPlan (FMP) mustdescribe the fumigationprocess,includingforfumigantpesticide use,storage,transportanddisposal. The FMPand the actualfumigation processwillsubstantively conformto the planprovidedasToolT-3 (Template of theFMP)ofthe FumigationPEA.ThisFMPmustinclude the followingdetailsonthe fumigationequipment:

Condition2:Any additionalContactPesticide(s)usedin warehouse commodityprotection mustbe limitedto the pesticide(s)authorizedby the PERSUAPandshouldsubstantively conform tocontactpesticidebestpracticesasset out in FumigationPEA AnnexT-6 on “IPMPRACTICES &INSPECTION CHECKLISTFORUSAID-FUNDEDCOMMODITIES AND WAREHOUSES”. ThePERSUAPwillalso include

Condition3:GoodHousekeepingand IPM Measures.The implementingpartnermust fullyimplementthe daily/weeklywarehouseandcommoditiesinspectionchecklist(AnnexT- 6on IPMPRACTICES)andtake maintenance/correctiveactionsspecified.Compliance withthischecklistimplementsasetof IPMmeasuresthat are essentialcomplementstofumigation.Theimplementing partner willalsoonlypurchasecommoditythatisat 13%orlessmoisture anddistributestocksasquicklyaspossiblein orderto ensure fullprotectionagainstfungalgrowth, since fungalgrowth andmycotoxinproductioncannotbe completelycontrolledbyphosphinefumigation.

Condition4:FumigationContractLanguageWhenusing a3rd-PartyFumigationServiceProvider, theprovidedmodelRFQandcontract(orsubstantiveequivalent)willbe usedto procure fumigationservicesandproposals/quoteswillbe evaluatedbasedonability to comply withspecifiedsaferuse practices,includingtheprocurementanduse ofgas monitoringequipment,fumigation andcontactpesticidePPE aswellasgasimpermeable tarpsmeetingspecifiedrequirements.

1.PURPOSE AND SCOPEOFPERSUAP

  • Symptomsofmildtomoderateacutealuminumphosphidetoxicityincludenausea,abdominalpains,tightnessinchest,excitement,restlessness,agitationandchills.Symptomsofmoreseveretoxicityincludediarrhea,cyanosis,difficultybreathing,pulmonaryedema,respiratoryfailure,tachycardiaandhypotension,dizzinessandordeath.
  • Theavailableevidenceforreproductiveeffectsinanimalssuggeststhattheyarenotlikelyinhumansundernormalconditions.Noevidenceisavailabletosupportteratogeniceffectsinhumansortosupporttheabilityofaluminumphosphidetocausemutationsorincreasemutationrates.
  • Thereisnoevidenceofaluminumphosphidehavinganegativeimpactonsoilorgroundwater.Itbreaksdownspontaneouslyinthepresenceofwatertoformagaseousproduct,thusisnon-persistentandnon-mobileinsoilandposesnorisktogroundwater.Forthesamereasons,itisunlikelythataluminumphosphideorphosphinewillcontaminatesurfacewaters.
  • TheUSEPAhasdeterminedthatusesofaluminumphosphidewillnotgenerallycauseunreasonableadverseeffectstohumansortheenvironmentifusedin

Toleranceshavebeenestablishedforrawagriculturalcommoditiesatalevelof0.1ppm(40CFR180.225);processedfoods0.01ppm(21CFR193.20);andanimalfeeds0.1ppm(40CFR561.40).Finishedfoodandfeedmustbeheldandaerated48hourspriortobeingofferedtotheconsumer.
ViatheFumigationManagementPlan,theSUAPrequiresthatfumigationfollowacceptabletechnicalpracticesspecifiedinAnnexT-7onBESTMANAGEMENTPRACTICESoftheFumigationPEA.Theseinclude,amongothers,useofappropriatepersonalprotectionequipment,includingrespirators,maintenanceofanexclusionzonethatonlyfumigationpersonnelcanenterfordurationofthefumigation(7-10daysormore),andphosphinegasmonitoringforefficacyandhazard.

6.FINDINGS

In consequence ofthe analysisabove,andthe referencedFumigationPEA,warehouse foodcommodityphosphinefumigationfor programname foodcommoditiesanduse ofthecomplementarycontactpesticides[insertname(s)]is[are]recommendedforapprovalsubject tofullcompliance withandimplementation oftheSaferUse ActionPlan(SUAP) that constitutesthe followingsection.The SUAPimposesonprogram namephosphinefumigationandcomplementarycontactpesticide use the mitigation measuresestablishedby theFumigationPEA.

In summary,these conditionsare:

4.StorageandTransportofAluminumPhosphideand ContactPesticides,ifunderprogramcontrol,willsubstantively conform to contactpesticidebestpracticesassetoutin Fumigation PEA Annex T-6on PMPRACTICES,EXCEPTforchanges specifiedbelow and/or subsequentlyapprovedbythe USAIDBureauforDemocracy,ConflictandHumanitarianAssistance (DCHA)BureauEnvironmental Officer(BEO).
