FINAL APPLICATION INFORMATION REQUIREMENTS FOR

TRANSFER FACILITIES

The application for a transfer facility permit must include the following information:

B. Evidence that the owner and operator have submitted information demonstrating that the facility will meet the design standards in part 7035.2870, subpart 4
1.Tipping Floor has adequate capacity
2.Intra-facility roads must bear the
expected traffic. Unless there are extenuating circumstances, downward ramps shall be no more than 10%, while upward ramps shall be no more than a 6% grade. Roadway widths, number of lanes, and turning radii shall consider traffic volume and vehicle types expected at the facility
3.If bulky items are accepted at the facility, the facility must include a storage area. The facility must also include an area where unacceptable materials may be safely stored.
4.If part of the facility design, the failure of push-walls shall not occur as gauged by the type of waste, expected bearing pressure, and method of operation
5.The facility must be designed to control litter
6.The facility must be designed to include access control
7.Non-containerized waste stored out-doors must be stored in an area that meets the storage standards in part 7035.2855.

8.If waste activities will take place within a structure then;
a.The minimum interior height must be 28 feet, unless the Commissioner approves otherwise based on the equipment to be used at the facility; and
b.The building door must be a minimum width of 16 feet, with a minimum height of 25 feet, unless the Commissioner approves a different dimension; and
c.building floors are constructed of high strength concrete capable of bearing 5,000 pounds per square inch, unless a lower strength is justified based on equivalent durability
d.floor joints must be adequate to prevent cracking
e.readily cleanable surfaces
f.traps and sumps to collect solids and liquids
g.leachate is confined to the tipping floor
h.positive drainage away from foot of facility structure
C. Evidence that the owner and operator have obtained all necessary municipality approvals
