The attention of the Chief Engineers/Superintending Engineers is invited to the reference cited and they are informed that in spite of several reiteration of Rules and Regulations as prescribed in the Appendix – I of AP.Revised Pension Rule, 1980, i.e “The pension papers in respect of the retiring Government employees are to be forwarded to the Accountant General, Andhra Pradesh, Hyderabad, before 6 months of the date of retirement along with Service Book, duly brought upto date, together with Part-I, Part-II(A) & Part-II(B) as prescribed in G.O.Ms.No. 263, Fin & Plg(FW.Pen-I) Deptt dt. 23.11.1998, so as to avoid undue hardship to the pensioners with proper scrutiny & check to satisfy all the requirementsof the rules prescribed, so as to get pensionery benefits immediately after retirement.”

But during the periodical review of the pension cases in this office, most of the pension proposals are not submitted in the specified time limit.To curb this practice a special drive is being taken up for prompt processing of pension cases for those who are retiring during the year 2013.

In this connection, the Government in the reference 4th cited have issued new guidelines of Electronic Pension cum Provident Fund Final Withdrawal Application. As per the latest procedure pension papers are to be submitted ON LINE only to the Accountant General. The Staff and Officers of the Office of the Engineer-in-Chief(AW) have visited the Accountant General’s office and it is learnt that hence forth all pension and GPF applications are to be submitted on line only. The Accountant General has also written to the Government to make this procedure compulsory. With a view to facilitate quick disposal of pension papers and to ultimately assure that the retiring Government Servant gets his pension and pensionary benefits immediately after retirement it is felt that the pension papers of all retiring Government Servants are received in this office and sent to the Accountant General six months before retirement. Once the verification of pension proposals is over the process of payment of pension on the first of the succeeding month after retirement becomes easy. As per the guidelines of the online scheme a meeting is being called for in the office of the Engineer-in-Chief(AW) in respect of all Drawing Officers in the respective Divisions/Circles/Units.

With a view to enable the pensioner to get his pension immediately after his retirement it is felt necessary to adopt the following procedures for quick processing of pension papers.

  1. All pension papers hence forth will be received only on line from 1st December,2012.
  2. A list wherein the employees from Assistant Engineer to Engineer-in-Chief retiring during 2013(information obtained from HRMS) is placed in web site of ENC (AW) (
  1. While processing the pension papers and verification of service books several defects like wrong stepping up of pay, wrong pay fixations, earned leave not deducted for the period of E.O.L., family planning and Graduate/Post Graduate Incentive Increment being continued even after 1.7.1998 are noticed. It is also noticed that punishments imposed are not properly implemented.
  2. On scrutiny by this office hitherto the pension papers and service books are being returned for rectification and the concerned Executive Engineers take almost 3 to 4 months for rectification recovery etc., Due to this delay the pension is not settled in time.
  3. To curb all the above delays it is felt necessary that the Executive Engineers forward the Service Books of the retiring personal 8 months before retirement.
  4. On receipt of the service registers the Office of the Engineer-in-Chief will verify the service book in detail and returned the same within 15 days along with the observations for necessary rectification.
  5. On receipt of the observations the concerned Unit Officer should rectify the defects within one month.
  6. The concerned Unit Officer should also pursue the pension case with the concerned retiring officer obtain the pension papers six months before and forward the same to this office along with No dues and No charges for the preceeding 4 years before retirement. Repeated reminders should be given to the retiring employee to submit his pension papers duly marking a copy to this office.
  7. It is generally felt that the pension is delayed due to non-handing over of charge by the concerned officer. When the officer does not handed over charge the No dues certificate is not issued and this causes delay in pension. This delay can be avoided by constantly reminding the retiring officer so that the aspect of handing over and taking over charge is completed on the next day after retirement.

A meeting in the Office of the Engineer-in-Chief(AW) is likely to be held from 15.11.2012 to discuss all the above and related matters with the Drawing & Disbursing Officers of various Divisions/Circles/Units. The date venue and time will be intimated shortly.
