Kindly be advised Reynolds Water Company (Reynolds) filed a Joint Petition for Settlement of this case with the Pennsylvania Public Utility Commission on April 6, 2018 in which all of the outstanding issues in these proceedings were resolved. The Commission’s Bureau of Investigation and Enforcement (BIE) and the Office of Consumer Advocate (OCA) joined in filing the Petition.

These parties stated in the Petition that they find the proposed settlement to be fair, just and reasonable. In a separate mailing, OCA will provide you with a copy of that joint settlement, together with the parties’ supporting statements. As the presiding officer, I must draft a decision recommending to the Commission whether to accept this settlement as in the public interest or reject it as contrary to the public interest.

Because you filed a complaint challenging the rate increase proposed by this utility, your complaint has been consolidated with the Commission’s investigation, together with the complaints of other ratepayers challenging this filing. As a Complainant, you have the right

to comment on the proposed settlement. Due to the time constraints imposed by law, however, I have a limited time to consider this settlement and any comments to it.

You must act immediately, if you wish to file such a comment. Otherwise, the proposed settlement will be considered without your input.

Therefore, be advised that if you wish to comment on the proposed settlement, you must file your written comments with the Secretary for the Commission at P.O. Box3265, Harrisburg, PA 17101-3265by Friday, April 20, 2018. Just as importantly, I must receive a copy of your written comment at Piatt Place, Suite 220, 301 Fifth Avenue, Pittsburgh, PA 15222 by Friday, April 20, 2018. Be sure to include the docket number of your case on all correspondence. You must also send a copy of your comment to every individual named on the enclosed service list.

If any comment is received, the other parties will have until Friday, April 27, 2018 to respond to the comments received. After April 27, 2018, I will close the hearing record in these proceedings and issue a Recommended Decision for the Commission’s review.
